連邦は、しばしば単にコモンウェルスと呼ばれる[4] 56の加盟国からなる国際連合であり、その大半はイギリス帝国の旧領土であり、そこから発展した。[2]これらの国々は英語の使用と歴史的・文化的つながりを通じて結びついている。この組織の主要機関は、政府間関係に焦点を当てる連邦事務局と、加盟国間の非政府関係に焦点を当てる連邦財団である。 [5]数多くの組織が連邦と関連し、連邦内で活動している。[6]
連邦の歴史は、20世紀前半、イギリス帝国の植民地からの独立と領土の自治の強化によって始まった。連邦はもともと、1926年の帝国会議におけるバルフォア宣言によってイギリス連邦[7]として創設され、1931年にイギリスによってウェストミンスター憲章によって正式化された。現在の連邦は、 1949年のロンドン宣言によって正式に設立され、共同体を近代化し、加盟国を「自由かつ平等」と定めた。[8]俗語では、今でもイギリス連邦と呼ばれている。[9]
連邦の元首はチャールズ3世である。彼は連邦王国として知られる15の加盟国の国王であり、他の36の加盟国は共和国であり、他の5つの加盟国は異なる君主がいる。彼は母エリザベス2世の死により元首となったが、その地位は厳密には世襲ではない。[10]

歴史
概念の起源


エリザベス2世女王は、1959年のドミニオンデーにカナダで行った演説で、 1867年7月1日のカナダ連邦は「大英帝国内の最初の独立国」の誕生であったと指摘した。女王は「したがって、これは独立国家の自由な連合の始まりでもあり、現在では連邦として知られています」と宣言した。[12] 1884年1月18日という早い時期に[13] 、 ローズベリー卿は南オーストラリアのアデレードを訪問した際、植民地の独立が進むにつれて変化する大英帝国を「連邦」と表現した。[14]イギリスと植民地の首相による会議は、1887年の最初の会議から定期的に開催され、 1911年に帝国会議が設立された。 [15] [16]
連邦は帝国会議から発展した。 1917年にヤン・スマッツが「イギリス連邦」という造語を考案し、1919年のパリ講和会議で「本質的に将来の憲法上の関係と再調整」 [17]を構想した具体的な提案が提出された。この会議には自治領とイギリスの代表が出席した。[18] [19]この用語が帝国法定で初めて認められたのは、1921年の英愛条約で、アイルランド自由国の国会議員が宣誓した文言で、イギリス帝国という用語がイギリス連邦に置き換えられた。[20]
採用と正式化
1926年の帝国会議におけるバルフォア宣言では、英国とその属領は「国王に対する共通の忠誠心によって結束し、英国連邦の一員として自由に結束しているものの、内政や対外関係のいかなる面においても互いに従属関係になく、平等な地位にある」ことに同意した。「連邦」という用語は、共同体を表すために正式に採用された。[21]
関係のこれらの側面は、1931年にウェストミンスター憲章によって公式化され、カナダには批准の必要なしに適用されるが、オーストラリア、ニュージーランド、ニューファンドランドは、発効するためにこの憲章を批准する必要があった。ニューファンドランドは、経済的困難とロンドンからの財政援助の必要性から、1934年に自治の停止を自発的に受け入れ、統治はロンドンの直接管理に戻ったため、批准しなかった。ニューファンドランドは、1949年にカナダの10番目の州として後に加わった。 [22]オーストラリアとニュージーランドは、 1942年と1947年にそれぞれこの憲章を批准した。[23] [24]
南アフリカ連邦はウェストミンスター憲章の発効に必要な自治領の中には入っていなかったが、南アフリカの議会は、南アフリカの主権国家としての地位を確認し、ウェストミンスター憲章を南アフリカの法律に組み込むために、1934年の連邦地位法と1934年の王室行政機能および国璽法という2つの法律を可決した。[25]
第二次世界大戦

連邦諸国と帝国は第二次世界大戦のすべての主要戦域に関与し、異なる国の兵士がしばしば一緒に戦った。イギリス連邦航空訓練計画は、イギリス、カナダ、オーストラリア、ニュージーランドの各政府によって創設され、帝国と自治領のパイロットのために確立された。[26] [27]オーストラリア、イギリス、イギリス領インド帝国、ニュージーランドの軍隊が戦後の日本におけるイギリス連邦占領軍を構成した。 [28]
脱植民地化と自治
第二次世界大戦が終結した後、大英帝国は徐々に解体されていった。その構成要素のほとんどは、連邦王国や共和国を問わず独立国となり、連邦のメンバーとなった。イギリスと政治的なつながりを保っている、主に自治権を持つ14のイギリス海外領土が残っている。1949年4月、ロンドン宣言を受けて、変化する性質を反映するために、連邦の名称から「イギリス」という単語が削除された。[29]
ビルマ(1989年以降はミャンマー)とアデン(現在はイエメンの一部)は、戦争当時はイギリスの植民地だったが、独立時に英連邦に加盟しなかった唯一の国である。英連邦に加盟しなかった旧イギリス保護領および委任統治領は、エジプト(1922年独立)、イラク(1932年)、トランスヨルダン(1946年)、パレスチナ(1948年に一部イスラエル国となった)、スーダン(1956年)、英領ソマリランド(1960年に旧イタリア領ソマリランドと統合してソマリ共和国を形成)、クウェート(1961年)、バーレーン(1971年)、オマーン(1971年)、カタール(1971年)、アラブ首長国連邦(1971年)である。[30]
戦後の連邦は、エリザベス2世女王の1953年クリスマス放送で新たな使命を与えられた。女王は連邦を「人類の精神の最高の資質、すなわち友情、忠誠、自由と平和への欲求の上に築かれた、まったく新しい概念」と構想した。[31]しかし、英国の財務はあまりにも弱く、米国から独立して運営することはできなかった。さらに、防衛と財政の役割を失ったことで、ジョセフ・チェンバレンの20世紀初頭の帝国優先、相互防衛、社会成長を組み合わせた世界帝国のビジョンは損なわれた。さらに、特にインドとシンガポールを失ったことで、世界情勢における英国の国際的な役割はますます制限されていった。[32]当初、英国の政治家は連邦が英国の影響力を維持し、発揮することを期待していたが、徐々に熱意を失ったとクリシュナン・スリニヴァサンは主張している。イギリスの政策が英連邦会議で批判を浴びるにつれ、当初の熱意は薄れ、非白人加盟国からの移民が大規模になったため世論は混乱した。[33]

連邦共和国
1949年4月18日、アイルランドは1948年のアイルランド共和国法に基づいて正式に共和国となったが、同時に正式に連邦からも離脱した。[37]アイルランドは1930年代初頭以来連邦に積極的に参加していなかったが、他の自治領は連邦とのつながりを失うことなく共和国になることを望んでいた。この問題は1949年4月、ロンドンでの連邦首相会議で頂点に達した。VKクリシュナ・メノンが起草したロンドン宣言によれば、インドは1950年1月に共和国となった際、連邦に留まり、イギリス君主を「独立加盟国の自由な連合の象徴であり、連邦の長」として受け入れることに同意した。これを聞いたジョージ6世はメノンに「それで、私は『そういうもの』になった」と語った。 [38]その後共和国となった他の英連邦諸国の中には離脱を選択した国もあるが、ガイアナ、モーリシャス、ドミニカなど他の国は加盟国として残っている。[39]
インドの初代首相ジャワハルラール・ネルー氏は、宣言の直後の1949年5月16日、制憲議会の討論で次のように宣言した。
われわれが連邦に加盟するのは、それがわれわれにとって、そしてわれわれが推進したい世界の特定の大義にとって有益であると考えているからである。連邦の他の国々は、それが自国にとって有益であると考えているので、われわれがそこに留まることを望んでいる。連邦加盟国にとって有益であることは相互に理解されており、したがって加盟している。同時に、各国が独自の道を進むのはまったく自由であることが完全に明らかにされている。彼らは連邦から離脱するかもしれないし、時には離脱するかもしれない。そうでなければ、連合の悪しき部分を断ち切ることとは別に、協同組合を存続させ、この世界に善をもたらす方が、この世界を壊すよりもましである。[40]
ロンドン宣言は、現代の連邦の始まりを示すものとしてよく見なされている。インドの先例に倣い、他の国々は共和国、または独自の君主を持つ立憲君主制となった。一部の国は英国と同じ君主を維持したが、それらの君主制は異なる形で発展し、すぐに英国王室から本質的に独立した。各王国の君主は同一人物であるにもかかわらず、君主は各王国で別個の法的人格とみなされている。 [41] [42] [43] [44]
ヨーロッパを含める提案
ドイツ、フランスがベルギー、イタリア、ルクセンブルク、オランダとともに、後の欧州連合の設立を計画し、新たに独立したアフリカ諸国が連邦に加盟していた当時、イギリスが経済面で孤立するのを防ぐための新たなアイデアが浮上した。イギリスと連邦との貿易は、ヨーロッパとの貿易の4倍の規模であった。1956年と1957年に、アンソニー・イーデン首相率いるイギリス政府は、連邦の優遇された地位を守りながら、ヨーロッパの自由貿易圏を創設する「プランG」を検討した。[45] [46] [47]イギリスはまた、連邦を主要な経済共同市場にするため、スカンジナビア諸国やその他のヨーロッパ諸国を連邦に加盟させることも検討した。
1956年のスエズ危機の際、植民地の不安と国際的緊張に直面し、フランス首相ギー・モレはイギリス首相アンソニー・イーデンに両国を「連合」にまとめることを提案した。この提案が却下されると、モレはフランスが「アイルランドを基盤とした共通の市民権協定」を結んで英連邦に加盟することを提案した。これらのアイデアはスエズ危機の終結とともに消えていった。[48] [49] [50]
拡大
イギリス帝国と憲法上のつながりがないまま加盟した最初の国は、1995年に最初の民主選挙を受けたモザンビークである。モザンビークはかつてポルトガルの植民地だった。モザンビークの加盟はエディンバラ宣言と現在の加盟ガイドラインに先立って行われた。[51] 2009年、ルワンダはイギリスと憲法上のつながりがないまま連邦に加盟した2番目の国となった。ルワンダは第一次世界大戦までドイツ東アフリカの地域であったベルギーの信託統治領であった。[52]
2022年には、かつてのフランス委任統治領トーゴと、かつてのフランス植民地ガボンが、イギリスの統治下にあったことがないにもかかわらず、英連邦に加盟した。 [53]ガボンは2023年9月の軍事クーデターを受けて、英連邦から部分的に資格停止となったが、英連邦閣僚行動グループは、英連邦加盟の完全停止を検討する前に、同国が新たな選挙を実施するために2年の猶予を与えた。[54] [55]
2022年の英連邦首脳会議でのトーゴの加盟に先立ち、トーゴのロバート・デュセイ外務大臣は、英連邦加盟によりトーゴ国民が英語を学び、新たな教育・文化資源にアクセスする機会が得られることを期待していると述べた。また、トーゴは英語圏とのより緊密な関係を求めていると述べた。[56]

ロンドン宣言の方式によれば、チャールズ3世が連邦の元首である。[2] [57]しかし、君主が死去した場合、王位継承者が自動的に連邦の新しい元首になるわけではない。[58]それにもかかわらず、2018年4月の会議で、連邦の指導者たちは、チャールズ皇太子が母親のエリザベス2世の死後、元首として後を継ぐことに同意した。[59]この地位は象徴的なものであり、独立したメンバーの自由な連合を表しており、[57]その大多数(36)は共和国であり、5つ(ブルネイ、エスワティニ、レソト、マレーシア、トンガ)では異なる王家の君主がいる。
英連邦首脳会議
この組織の主な意思決定の場は2年に一度開催される英連邦首脳会議(CHOGM)であり、首相や大統領などを含む英連邦首脳が数日間集まり、共通の関心事項について話し合う。CHOGMは英連邦首相会議、さらにそれ以前の帝国会議や植民地会議の後継であり、1887年に遡る。財務大臣、法務大臣、保健大臣などの定期会議もある。滞納国は、特別国と同様、閣僚会議やCHOGMに代表を送ることは求められない。[57]
CHOGMを主催する政府の長は議長(CIO)と呼ばれ、次のCHOGMまでその地位を保持する。 2022年にルワンダで開催された最新のCHOGM以来、議長はルワンダの大統領であるポール・カガメである。[60]
第26回CHOGMは当初、2020年6月にルワンダのキガリで開催される予定だった。COVID -19パンデミックのため、2021年6月21日の週に開催されるように再スケジュールされ、その後2022年6月25日〜26日に再度延期された。この会議では、英連邦ビジネスフォーラム、英連邦青年フォーラム、英連邦女性フォーラム、英連邦人民フォーラムの会合も開催された。[61]
英連邦事務局

1965年に設立された英連邦事務局は、英連邦の主要な政府間機関であり、加盟国政府および加盟国間の協議と協力を促進している。[62]事務局は加盟国政府に対して集団的に責任を負う。英連邦は、事務局によってオブザーバーとして国連総会に代表される。事務局は、英連邦首脳会議、閣僚会議、諮問会議、技術協議を組織し、政策策定を支援し、政策助言を提供し、加盟国政府間の多国間コミュニケーションを促進する。また、各国政府の社会的・経済的発展を支援し、英連邦の基本的な政治的価値観を支援するために、技術援助も提供する。[63]
事務局は英連邦事務総長が率いており、英連邦加盟国の首脳により4年任期で2期まで選出される。事務総長と2人の事務次長が事務局の各部を統括する。現事務総長はドミニカ出身のパトリシア・スコットランド、アスタル男爵夫人で、インドのカマレシュ・シャルマ(2008年~2016年)の後任として2016年4月1日に就任した。初代事務総長はカナダのアーノルド・スミス(1965年~1975年)で、その後はガイアナのシュリダス・ランファル卿(1975年~1990年)、ナイジェリアのエメカ・アニャオク酋長(1990年~1999年)、ニュージーランドのドン・マッキノン(2000年~2008年)が務めた。 [63]
英連邦国籍と高等弁務官

一部の加盟国は、英連邦市民に特別な権利を与えている。英国およびカリブ海諸国を中心とするいくつかの国は、居住する英連邦市民に選挙権を与えている。 [64]英国を含む一部の国は、英連邦市民に対して優先的な市民権取得または居住政策をとっている。[65] [66] [67] [68]当初、英連邦諸国は、その市民が英国国民であったため、互いに「外国」とはみなされていなかった。[69] [70] [71]市民権法は、各英連邦諸国で独自に発展してきた。例えば、オーストラリアでは、スー対ヒルの高等裁判所の訴訟において、特定の憲法および法律の条項を検討する目的で、英国は「外国」とされた。[72]同様に、ノーラン対移民・民族問題大臣の訴訟では、他の英連邦王国の国民は「外国人」とされた。[要出典]
英連邦国民は、他の英連邦諸国から領事援助を受けることができる。特に、自国の代表者がいない場合、英連邦加盟国以外の国にいる英連邦国民に英国大使館や領事館が援助を提供できる。[73]英連邦国民は、英国の緊急パスポートを申請することができる。[74]オーストラリアは、例外的な状況において、出身国から有効な渡航文書を取得できず、緊急に渡航しなければならない居住英連邦国民に身分証明書を発行する。 [75]

法的機関とのつながり

枢密院司法委員会は、ニュージーランド王国の下にあるクック諸島とニウエを含む14の英連邦諸国の最高裁判所である(ただし、ニュージーランド自体は枢密院に上訴していない)。[77]
英連邦国民はフィジー高等裁判所に任命される資格があり、同裁判所は他の英連邦諸国の裁判官に依存している。[78] [79]
軍事関係

連邦国民はイギリス軍に入隊する資格がある。イギリス陸軍によれば、「連邦軍の兵士は、イギリス軍の重要な、そして価値ある一員であり、これからもそうあり続けるだろう」とのことである。資格のある空席がないため、何千人もの連邦軍入隊希望者が入隊を拒否されている。[80] [81]
ネパールのグルカ兵は、英連邦加盟国ではないが、歴史的にイギリス軍や英連邦軍と共に戦ってきた。[82]彼らはイギリス軍(グルカ旅団)、インド軍(ゴルカ連隊)、ブルネイ王国軍(グルカ予備隊)、シンガポール警察のグルカ部隊に引き続き募集されている。ブルネイのグルカ予備隊のメンバーのほとんどは、イギリス軍とシンガポール警察の退役軍人である。[83] [84]
メンバーシップ

基準
英連邦加盟の基準は、一連の個別の文書から時間をかけて発展してきた。1931年のウェストミンスター規程は、この組織の基本的な設立文書として、加盟には自治領であることが求められると規定した。1949年のロンドン宣言はこれに終止符を打ち、共和制および先住民の君主制加盟は、国王ジョージ6世を「英連邦の長」として承認するという条件で認められた。 [85] 1960年代の脱植民地化の波を受けて、これらの憲法原則は政治、経済、社会原則によって補強された。最初の原則は1961年に定められたもので、人種平等の尊重が加盟の要件となることが決定され、南アフリカの再申請(共和制になった際にロンドン宣言の方式で再申請する必要があった)の撤回に直接つながった。 1971年のシンガポール宣言の14項目は、すべての加盟国に世界平和、自由、人権、平等、自由貿易の原則を誓約した。[86]
これらの基準は20年間執行不可能であったが、[87] 1991年にハラレ宣言が発布され、リーダーたちはシンガポール原則を脱植民地化の完了、冷戦の終結、南アフリカのアパルトヘイトの終結に適用することを決意した。 [88]これらの原則を適用するメカニズムと方法は、1995年のミルブルック連邦行動計画によって創設され、連邦閣僚行動グループ(CMAG)が創設され、メンバーがハラレ宣言の下での加盟要件を満たしているかどうかを裁定する権限が与えられた。[89]また1995年には、加盟の全要件を最終決定し成文化するための政府間グループが創設された。1997年の報告で、エディンバラ宣言の下で採択されたように、政府間グループは、将来の加盟国は「原則として」既存の加盟国と直接の憲法上のつながりを持たなければならないと裁定した。[90]
この新しい規則に加えて、以前の規則が単一の文書に統合されました。これらの要件は、加盟国がハラレ原則を受け入れて遵守すること、完全な主権国家であること、チャールズ3世を連邦の元首として承認すること、英語を連邦のコミュニケーション手段として受け入れること、そして連邦加盟に関する一般市民の希望を尊重することです。[90]これらの要件は見直され、2007年の連邦首脳会議で連邦加盟委員会から潜在的な修正に関する報告書が提出されました。[91]この会議では新加盟は認められませんでしたが、 2009年のCHOGMで加盟申請が検討されました。[92]

2009年、かつてベルギーとドイツの支配下にあったルワンダが加盟した。[52]ルワンダの加盟は、英連邦事務局によって「例外的な状況」とみなされた。[93]ルワンダは、英連邦人権イニシアチブ(CHRI)が「ルワンダの統治と人権の状態は英連邦の基準を満たしていない」ため「加盟資格がない」と判断したにもかかわらず、加盟を許可された。[94] CHRIは、「すでに英連邦の基準を満たしていない国を加盟させるのは意味がない。これは英連邦の評判を傷つけ、多くの人々や市民団体が、政府の指導者は民主主義と人権を本当に気にかけておらず、定期的に厳粛に宣言することは単なる空論だという意見を裏付けることになるだろう」とコメントした。[94]
2022年には旧フランス領トーゴとガボンが英連邦に加盟した。[53]

英連邦は、人が居住するすべての大陸にまたがる56カ国から構成されています。[95]加盟国の総人口は24億人で、世界人口のほぼ3分の1を占め、そのうち14億人がインドに、94%がアジアまたはアフリカに住んでいます。[96]インドに次いで人口が多い英連邦諸国は、パキスタン(2億2700万人)、ナイジェリア(2億1300万人)、バングラデシュ(1億6700万人)、イギリス(6800万人)です。ツバルは人口が約1万2000人で、最も人口が少ない加盟国です。[97]
英連邦諸国の陸地面積は約31,500,000 km 2 (12,200,000平方マイル)で、世界の陸地面積の約21%を占める。面積で最大の2つの英連邦諸国は、カナダの9,984,670 km 2 (3,855,100平方マイル)とオーストラリアの7,617,930 km 2 (2,941,300平方マイル)である。[98]
「滞納国」というステータスは、会費の支払いを滞納している国を表すのに用いられる。このステータスはもともと「特別加盟国」として知られていたが、英連邦加盟委員会の勧告により改名された。[99]現在滞納国はいない。最も最近の滞納国であるナウルは、2011年6月に正式加盟国に復帰した。[100]ナウルは英連邦加盟以来、財政状況に応じて特別加盟国と正式加盟国を交互に切り替えてきた。[101]
加盟国の経済
2019年、英連邦加盟国の国内総生産の合計は9兆ドルを超え、その78%はインド(3兆7,370億ドル)、英国(3兆1,240億ドル)、カナダ(1兆6,520億ドル)、オーストラリア(1兆3,790億ドル)の4大経済大国によって占められている。[102]
応募者
1997年、英連邦首脳会議は、加盟国が英連邦に加盟するためには、原則として既存の英連邦加盟国と憲法上の関係を結んでいること、ハラレ宣言に定められた英連邦の価値観、原則、優先事項を遵守すること、そして英連邦の規範や条約を受け入れることに合意した。[103]
南スーダンの政治家は英連邦加盟に関心を示している。[104]英連邦の高官は2006年に「イスラエルが関心を持っていると多くの人が想定しているが、正式なアプローチはない」と述べた。[105]イスラエルとパレスチナはともに加盟候補国である。[105]
ヤヒヤ・ジャメ大統領は2013年10月にガンビアを英連邦から一方的に脱退させた。[106]しかし、新たに選出されたアダマ・バロウ大統領は2018年2月にガンビアを英連邦に復帰させた。[107]

ハラレ宣言に対する「重大または継続的な違反」、特に民主的な政府を持つ責任を放棄した場合、加盟国は「連邦評議会から」資格停止となる可能性がある。 [116]資格停止は、ハラレ宣言の潜在的な違反に対処するために定期的に会合する連邦閣僚行動グループ(CMAG)によって承認される。資格停止された加盟国は連邦の首脳や大臣の会議には出席しないが、組織のメンバーであることに変わりはない。

ナイジェリアは、1995年11月11日から1999年5月29日まで、1995年CHOGM前夜にケン・サロ・ウィワが処刑された後、 [117]停止された。[118]パキスタンは、1999年10月18日にペルヴェズ・ムシャラフによる軍事クーデターを受けて、2番目に停止された国となった。[119]連邦の最長の停止は、2004年5月22日にパキスタンの停止が国の憲法の回復を受けて解除されたときに終了した。[120]パキスタンは、2007年11月22日にムシャラフが非常事態を宣言してから6か月間、2度目の停止となったが、これははるかに短い期間であった。[121]ジンバブエは、ロバート・ムガベ率いるZANU-PF政権の選挙および土地改革政策に関する懸念から2002年に加盟資格を停止され、[122] 2003年に同組織から脱退した。[123] 2018年5月15日、ジンバブエは英連邦への再加盟を申請した。[124]
1987年、インド系フィジー人の政治的権力を否定することを目的とした軍事クーデターの後、フィジーで共和国が宣言されたが、残留申請は行われなかった。連邦加盟国としての資格は、共和制憲法の差別的条項が廃止され、加盟再申請がなされた1997年まで失効していたものとされた。[125] [126]フィジーはそれ以来二度加盟資格を停止されており、最初の資格停止は2000年6月6日[127]から別のクーデター後の2001年12月20日まで課せられた。[122]フィジーは最近のクーデター後の2006年12月にも再び加盟資格を停止された。当初、加盟資格停止は連邦評議会の加盟国のみに適用された。[125] [128] 2010年までに国政選挙の日程を設定するという英連邦の期限に間に合わなかったため、フィジーは2009年9月1日に「完全な資格停止」となった。[125] [128]英連邦事務総長カマレシュ・シャルマは、完全な資格停止とは、フィジーが英連邦の会議、スポーツイベント、技術支援プログラム(民主主義の再建支援を除く)から除外されることを意味すると確認した。シャルマは、資格停止期間中もフィジーは英連邦のメンバーであり続けるが、事務局による象徴的な代表からは除外されると述べた。[125] 2014年3月19日、英連邦閣僚行動グループによりフィジーの完全な資格停止は英連邦評議会からの資格停止に修正され、フィジーはコモンウェルスゲームズを含むいくつかの英連邦の活動に参加できるようになった。[129]フィジーの資格停止は2014年9月に解除された。[130]英連邦閣僚行動グループは、2014年9月の選挙後、フィジーを加盟国として完全に復帰させた。[131]

撤回と終了
加盟は完全に任意であるため、加盟国政府はいつでも英連邦を脱退することができる。1932年以降英連邦に参加していなかったアイルランドが、1949年に共和国を宣言した後、最初に脱退した。当時、全加盟国は加盟の条件として英国君主を国家元首として受け入れていた。この規則はアイルランドの脱退後に変更され、 1950年にインドが共和国になったときにも加盟を維持できたが、アイルランドは再加盟しなかった。現在、アフリカ諸国を含む英連邦加盟国の大半は共和国であるか、自国の君主がいる。
パキスタンは1972年1月30日に英連邦が分離独立国バングラデシュを承認したことに抗議して脱退したが、1989年8月2日に再加盟した。ジンバブエは人権侵害と故意の失政の疑いで2002年に加盟資格を停止され、2003年にジンバブエ政府は加盟資格を停止した。[135]ガンビアは2013年10月3日に英連邦を脱退し、 [106] 2018年2月8日に再加盟した。[107]
モルディブは2016年10月13日に英連邦から脱退した。 [136] [137]脱退の理由の一つとして、モルディブのモハメド・ナシード大統領の辞任強要疑惑を受けて英連邦が「2012年以来モルディブに対して懲罰的な措置を取ってきた」ことを挙げた。 [137] 2018年11月にイブラヒム・モハメド・ソリ氏が大統領に選出された後、モルディブは英連邦への再加盟を申請する意向を発表した。[138] 2020年2月1日に再加盟した。[139]
政府首脳は加盟国の積極的な参加を停止する権限を有するが、連邦には加盟国の除名に関する規定はない。[要出典]

南アフリカは1961年に共和国となった後、人種差別政策に対する多くの加盟国、特にアフリカ、アジア、カナダからの敵意により、事実上加盟国としての継続を禁じられた。 1961年の英連邦首相会議で、いかなる申請も却下されることが明らかになると、南アフリカ政府は共和国として残留する申請を取り下げた。 [140]南アフリカは1994年に初の多民族選挙が行われた後、英連邦に再加盟した。英連邦は選挙前に平和維持軍に技術支援と訓練を提供し、選挙中も英連邦の監視員が多数出席した。[141]
1997年の香港の主権返還により、香港は英国を通じた英連邦の一部としての地位を失った。主権を持たない国家や地域は英連邦に加盟できない。中国政府は加盟を目指していない。しかし香港は、英連邦弁護士協会(1983年と2009年に英連邦弁護士会議を主催)、英連邦議会協会(および議会の慣行と手続きに関するウェストミンスターセミナー)、英連邦大学協会、英連邦立法顧問協会[110] [111] 、英連邦戦没者墓地委員会(CWGC)など、英連邦ファミリーの組織の一部に引き続き参加している。
政治
目的と活動
英連邦の目的は、1971年のシンガポール宣言で初めて概説され、世界平和の確立、代表民主主義と個人の自由の促進、平等の追求と人種差別への反対、貧困、無知、疾病との闘い、自由貿易に取り組むことを約束した。[142]これに加えて、1979年のルサカ宣言では性別による差別への反対、[86] 1989年のランカウイ宣言では環境の持続可能性が追加された。 [143]これらの目的は、1991年のハラレ宣言で強化された。 [144]

能力
2010年10月、人権問題について発言しないよう職員に指示する事務総長のメモが漏洩し、英連邦がその中核的価値観について十分に発言していないとの非難が巻き起こった。[148]
2011年の英連邦首脳会議では、英連邦賢人グループ(EPG)のパネルによる報告書が検討された。同パネルは、人権や民主主義の規範に違反した加盟国を非難するメカニズムがないため、この組織は重要性を失い衰退していると主張した。 [149]パネルは、英連邦憲章の採択、英連邦加盟国による継続的な人権侵害や政治弾圧の申し立てを追跡するための法の支配、民主主義、人権に関する新しい委員の設置、 41の英連邦加盟国における同性愛に対する法律の廃止の勧告、 強制結婚の禁止など、106の「緊急」勧告を行った。[150] [151]報告書の公表や人権、民主主義、法の支配の分野における改革に関する勧告の受け入れが失敗したことは、EPGのメンバーである元英国外務大臣マルコム・リフキンドによって「不名誉」と評され、記者会見で次のように述べた。「英連邦は非常に重大な問題に直面しています。それは敵意や対立の問題ではなく、むしろ無関心の問題です。その目的が疑問視され、その妥当性が疑問視されています。その理由の一部は、英連邦が支持する価値観を執行するというコミットメントが、多くの加盟国の目には曖昧になりつつあるためです。英連邦は政府や事務局の私的なクラブではありません。英連邦の人々のものです。」[151]
結局、EPG が緊急に推奨した 106 件の改革案のうち 3 分の 2 が研究グループに委ねられたが、EPG メンバーの 1 人はこれを「棚上げ」にしたと表現した。推奨された人権委員のポストを創設する合意は得られず、代わりに大臣の管理グループに執行権限が与えられた。このグループには人権侵害の疑いのある人物も含まれている。コモンウェルスの価値憲章を策定することに合意したが、その原則の遵守をどのように執行するかについては何も決定されなかった。[149]

戦後

貿易
英連邦には多国間貿易協定はないが、王立英連邦協会の調査によると、英連邦加盟国との貿易は非加盟国との貿易よりも平均で最大50%多く、より小規模で裕福でない国の方が英連邦内での貿易傾向が高いことがわかった。[169] 2005年のマルタ首脳会議では、政府首脳が二国間ベースで英連邦加盟国間の自由貿易を追求することを承認した。[170]
2016年6月のEU離脱投票後、[171]英国の一部では、EU加盟国の代わりとして英連邦加盟を提案したが、[ 172 ]離脱による影響に代わる十分な経済的利益が得られるか、他の加盟国に受け入れられるかは、まったく明らかではない。[173] EUはすでにインドやカナダなど多くの英連邦加盟国と自由貿易協定の交渉を進めているが、EU全体で必要な承認を得るのが困難だったため 、カナダとの合意には10年近くかかった。 [174] [175]

コモンウェルスゲームズ

連邦地方自治体フォーラム
英連邦地方自治フォーラム(CLGF)は、英連邦加盟国の地方自治体、その全国協会、地方自治を担当する省庁を結集した世界的な地方自治組織である。CLGFは、国や地方自治体と協力して民主的価値観と良好な地方自治の発展を支援しており、英連邦の首脳によって英連邦の地方自治の代表機関として正式に認められている関連組織である。 [188]

1950 年以前にも、当時の大英帝国から英語で重要な作品がいくつか出版されていました。1950 年以降、イギリス連邦諸国出身の作家の多くが国際的に認知されるようになり、その中にはイギリスに移住した作家もいました。

Whilst, due to their shared constitutional histories, most countries in the Commonwealth have outwardly similar legal and political systems, several of them – including Pakistan, Sri Lanka, Bangladesh, Fiji, Gambia, Grenada, Nigeria, Malawi, Zimbabwe, Tanzania, Sierra Leone, Uganda – have experienced one-party rule, civilian or military dictatorships or destructive civil wars, and many still suffer from rampant corruption and poor governance despite the fact that the Commonwealth requires its members to be functioning democracies that respect human rights and the rule of law. The Commonwealth leadership was criticized for admitting Gabon as a member at the 2022 Commonwealth Heads of Government Meeting in Kigali, Rwanda – a country with poor human rights record - despite the fact that Gabon had been governed for 56 years by the kleptocratic Bongo family, until they were overthrown in a coup in 2023.[210]
Most Commonwealth countries have the bicameral Westminster system of parliamentary democracy. The Commonwealth Parliamentary Association facilitates co-operation between legislatures across the Commonwealth, and the Commonwealth Local Government Forum promotes good governance amongst local government officials.[211] Most Commonwealth members use common law, modelled on English law. The Latimer House Principles adopted in 2003 reflect the separation of powers.
Symbols
The Commonwealth has adopted a number of symbols that represent the association of its members. The English language is recognised as a symbol of the members' heritage; as well as being considered a symbol of the Commonwealth, recognition of it as "the means of Commonwealth communication" is a prerequisite for Commonwealth membership. The flag of the Commonwealth consists of the symbol of the Commonwealth Secretariat, a gold globe surrounded by emanating rays, on a dark blue field; it was designed for the second CHOGM in 1973, and officially adopted on 26 March 1976. 1976 also saw the organisation agree to a common date on which to commemorate Commonwealth Day, the second Monday in March, having developed separately on different dates from Empire Day celebrations.[212]
Recognition
In 2009, to mark the 60th anniversary of the founding of the Commonwealth, the Royal Commonwealth Society commissioned a poll of public opinion in seven of the member states: Australia, Canada, India, Jamaica, Malaysia, South Africa and the United Kingdom. It found that most people in these countries were largely ignorant of the Commonwealth's activities, aside from the Commonwealth Games, and indifferent toward its future. Support for the Commonwealth was twice as high in developing countries as in developed countries; it was lowest in the United Kingdom.[213][214][215][216]
Commonwealth Anthem
Also to mark the 60th anniversary (Diamond Jubilee) of the Commonwealth in 2009, the Commonwealth Secretariat commissioned Paul Carroll to compose "The Commonwealth Anthem". The lyrics of the Anthem are taken from the 1948 Universal Declaration of Human Rights.[217] The Commonwealth has published the Anthem, performed by the Commonwealth Youth Orchestra, with and without an introductory narrative.[218][219]
