バッシャール・アル=アサド(1965年9月11日生まれ)はシリアの政治家であり、2000年7月17日より第19代シリア大統領を務めている。また、シリア軍の最高司令官であり、名目上は新バアス主義のイデオロギーを掲げるアラブ社会主義バアス党の中央司令部の書記長でもある。彼の父であり前任者はハフィズ・アル=アサド将軍であり、1971年から2000年までの彼の大統領職は、シリアが共和制国家から事実上の王朝独裁国家へと変貌したことを示すものであり、その独裁国家は、アサド家に忠誠を誓う軍とムハバラート(秘密諜報機関)からなるアラウィー派が支配するエリート層によって厳しく統制されていた。
ダマスカスで生まれ育ったバシャールは、1988年にダマスカス大学医学部を卒業し、シリア軍の医師として働き始めた。4年後、ロンドンのウェスタン・アイ病院で眼科を専攻し、大学院に通った。1994年、兄のバセルが自動車事故で亡くなった後、バシャールはバセルの後継者としての役割を引き継ぐためシリアに呼び戻された。
彼は陸軍士官学校に入学し、 1998年にシリアによるレバノン占領の指揮を執った。2000年7月17日、アル・アサドは2000年6月10日に死去した父ハフィズの後を継ぎ大統領に就任した。2001年から2002年にかけての一連の弾圧により、透明性と民主主義を求める声で特徴づけられた文化的、政治的な運動の時代である「ダマスカスの春」は終焉を迎えた。
バッシャールはハーフィズ・アサドが育んだ権力構造と個人崇拝を受け継いだが、父のような忠誠心を欠いており、その統治に対する不満が高まった。その結果、多くの旧体制メンバーが辞任または粛清され、側近はアラウィー派氏族の忠実な忠誠者にとって代わられた。バッシャール・アル・アサドの初期の経済自由化政策は不平等を悪化させ、アサド家の忠誠派ダマスカスエリートの社会政治的権力を集中させ、シリアの農村住民、都市労働者階級、ビジネスマン、産業家、かつての伝統的なバース党の拠点の人々を疎外した。 2005年2月、レバノンのラフィーク・ハリーリ首相の暗殺に端を発したレバノンの杉革命により、バッシャール・アル・アサドはシリアによるレバノン占領を終わらせざるを得なくなった。
アサド政権は極めて個人主義的な独裁政権であり[b]、シリアを全体主義的な 警察国家として統治している[c]。バッシャール・アル・アサドの統治は、数々の人権侵害と厳しい弾圧が特徴となっている。アサド政権は自らを世俗主義と称しているが、多くの政治学者や評論家は、彼の政権が国内の宗派間の緊張を利用している点を指摘している。政権の最初の10年間は、厳しい検閲、即決処刑、強制失踪、少数民族に対する差別、バアス党の秘密警察による徹底的な監視が特徴的であった。
2011年、シリア革命のさなか、アラブの春の抗議者に対する暴力的な弾圧を命じたアサド大統領が、シリア内戦を引き起こした後、米国、欧州連合、アラブ連盟の大多数は、アサド大統領の辞任を求めた。内戦では約58万人が死亡し、そのうち少なくとも30万6000人が非戦闘員であり、アサド支持勢力が民間人の死者の90%以上を引き起こした。[7] また、この戦争により1400万人のシリア人が強制的に避難を余儀なくされ、700万人を超える難民が発生し、世界最大の難民危機を引き起こしている。さらに15万4000人の民間人が強制的に失踪または恣意的な拘留を受けており、 2023年時点で13万5000人以上が政府の拘留施設で拷問、投獄、または死亡している。 [d]
アサド政権は内戦中に数多くの戦争犯罪と人道に対する罪を犯し、国際的な非難と孤立を招いた。 [e]シリア軍は300回以上の化学攻撃を行ったと推定されており、国連の調査ではアサド支持勢力による化学攻撃が少なくとも9回行われたことが確認されている。[13]最も致命的な事件は2013年8月21日のグータでの化学攻撃で、1,100~1,500人の民間人が死亡した。
2013年12月、国連人権高等弁務官の ナヴィ・ピレイは、国連の調査結果がアサドの戦争犯罪への関与を示していると述べた。OPCW-国連合同調査メカニズムとOPCW-国連IITの調査は、アサド政権がそれぞれ2017年のカーン・シェイク・フーン・サリン攻撃と2018年のドゥーマ化学攻撃に関与していると結論付けた。[f] 2014年6月、アメリカのシリア責任プロジェクトは、政府関係者に対する戦争犯罪起訴リストにアサドを含め、国際刑事裁判所に送付した。2023年、カナダとオランダは、アサド政権が国連拷問等禁止条約に違反しているとして、国際司法裁判所に共同訴訟を起こした。[g] 2023年11月15日、フランスは、シリアで民間人に対して禁止されている化学兵器を使用したとしてアサドに対する逮捕状を発行した。 [14]アサド大統領はこれらの容疑を全面的に否定し、外国、特にアメリカ主導のシリア介入が政権転覆を企てていると非難している。[15] [16]
幼少期、家族、教育
バシャール・アル=アサドは、 1965年9月11日にダマスカスで、アニサ・マフルーフとハフィズ・アル=アサドの次男、第3子として生まれた。[17]「アル=アサド」はアラビア語で「ライオン」を意味する。アサドの父方の祖父、アリ・スレイマン・アル=アサドは、農民から小名家へと身分を変えることに成功し、それを反映して1927年に姓を「ワフシュ」(「野蛮人」を意味する)から「アル=アサド」に変更した。[18]
アサドの父ハフィズは、アラウィー派出身の貧しい農村家庭に生まれ、バアス党内で出世し、矯正運動の中で同党のシリア支部の支配権を握り、最終的にはシリア大統領にまで上り詰めた。[19]ハフィズはバアス党内で自身の支持者を昇格させたが、その多くがアラウィー派出身であった。[17] [20]革命後、アラウィー派の有力者が就任し、スンニ派、ドゥルーズ派、イスマイール派は軍とバアス党から排除された。[21]ハフィズ・アル・アサドの30年間の軍事政権は、シリアが王朝独裁国家へと変貌するのを目の当たりにした。新しい政治体制は、アサド家に熱烈な忠誠を誓い、軍、治安部隊、秘密警察を支配していたアラウィー派が支配するバアス党エリートによって主導された。[22] [23]
弟のアサドには5人の兄弟がいたが、そのうち3人は亡くなっている。ブシュラという名の妹は幼少期に亡くなった。[24]アサドの末弟のマジドは公人ではなく、知的障害者であったこと以外ほとんど知られていない。[25]そして2009年に「長い闘病生活」の末に亡くなった。[26]
兄弟のバセルとマーヘル、そして同じくブシュラという名の次女とは異なり、バシャールは静かで控えめで、政治や軍事に興味がなかった。[27] [25] [28]アサド家の子供たちは父親に会うことはほとんどなかったと伝えられており、[29]バシャールは後に、父親が大統領だったときに一度だけ父親のオフィスに入ったことがあると述べている。[30]彼は「物腰柔らかな」人物と評され、[31]大学の友人によると、彼は内気で、目を合わせるのを避け、低い声で話したという。[32]
アサドはダマスカスのアラブ・フランス系アル・フリヤ学校で初等・中等教育を受けた。[27] 1982年に高校を卒業し、その後ダマスカス大学で医学を学んだ。[33]
医師としてのキャリアと権力の台頭

1988年、アサドは医学部を卒業し、ダマスカス郊外のティシュリン軍病院で軍医として働き始めた。[34] [35] 4年後、彼はロンドンに定住し、ウェスタン・アイ病院で眼科の大学院研修を開始した。[36]ロンドン滞在中、彼は「オタクのIT男」と評された。[37]バシャールは政治的野心はほとんどなく、[38]父親はバシャールの兄バセルを将来の大統領として育てていた。[39]しかし、彼は1994年に自動車事故で亡くなり、その後まもなくバシャールはシリア軍に召集された。国家プロパガンダはすぐにバシャールを「大衆の希望」として公に宣伝し始め、アサド王朝の統治を継続するシリアを統治する次期総主教として彼を準備させた。[40] [41]

軍での資格を確立するため、バシャールは1994年にホムスの陸軍士官学校に入学し、 1999年1月にエリート部隊であるシリア共和国防衛隊の大佐になるまで昇進した。[34] [45] [46]軍内でバシャールの権力基盤を確立するため、古い師団長らは引退に追い込まれ、彼に忠誠を誓うアラウィ派の若い新人将校らが彼らの地位に就いた。[47]

大統領職
内戦前: 2000年~2011年


2000年6月10日にハフィズ・アサドが死去した後、シリア憲法が改正された。大統領の最低年齢が40歳から、当時のバッシャールの年齢である34歳に引き下げられた。[52]アサドは唯一の候補者として出馬し、2000年7月10日に97.29%の支持を得て大統領に承認された。[53] [54] [55]シリア大統領としての役割に沿って、彼はシリア軍の最高司令官とバース党の地方書記にも任命された。[51]それ以来、7年ごとに定期的に一連の国政選挙が行われ、アサドは圧倒的多数の票で勝利した。この選挙は、独立した監視団によって満場一致で見せかけの選挙であるとみなされ、野党によってボイコットされている。[h] [i] 2014年と2021年に行われた過去2回の選挙は、シリア内戦が続く中、シリア政府が支配する地域でのみ実施され、国連からも非難された。[65] [66] [67]
ダマスカスの泉
彼が政権に就いた直後、作家、知識人、反体制派、文化活動家などが率いる「ダマスカスの春」と呼ばれる改革運動が慎重に前進し、メゼ刑務所の閉鎖と、ムスリム同胞団所属の政治犯数百人を釈放する広範な恩赦の宣言につながった。[68]しかし、その年のうちに再び治安取り締まりが始まり、「ダマスカスの冬」となった。[69] [70]数百人の知識人が逮捕、標的にされ、追放または投獄され、非常事態が続いた。権威主義的な統制を強化するために初期の譲歩は撤回され、検閲は強化され、「国家の統一と安定」という名目で「ダマスカスの春」運動は禁止された。アサド政権の「社会的市場経済」政策は腐敗の象徴となり、アサド支持者だけがその恩恵を受けるようになった。[51] [71] [72] [73]いくつかのディスカッションフォーラムが閉鎖され、多くの知識人がムハバラートに拉致され、拷問や殺害を受けた。多くのアナリストは、当初の開放の約束は、新指導部を支持しないシリア人を見つけ出すための政府の戦略の一部であったと考えている。[70]
2001年10月、イギリスのトニー・ブレア首相 がシリアを公式訪問した際、バッシャールは共同記者会見で米国のアフガニスタン侵攻を公然と非難し、「テレビで毎日目にする無実の民間人の殺害は受け入れられない。毎日何百人もの人が死んでいる」と述べた。アサドはまた、この会見でパレスチナの過激派グループを「自由の戦士」と称賛し、イスラエルと西側諸国を批判した。その後、イギリス当局はアサドの政治的見解は非公式にはより融和的であり、 9月11日の攻撃を批判し、イスラエル国家の正当性を認めていると主張した。[74]
対テロ戦争中、アサドはアメリカ政府と現実政治を繰り広げ、時には協力し、時には衝突した。シリア刑務所ネットワークは、シリア刑務所で尋問されたアルカイダ容疑者のCIAによる超法規的移送の主要場所であった。 [75] [76] [77]アサドは権力を握ってすぐに、「シリアとヒズボラ、そしてそのテヘランの支援者とのつながりを安全保障ドクトリンの中心的要素とした」[78] 。また、外交政策では、アメリカ、イスラエル、サウジアラビア、トルコに対して好戦的な姿勢をとった。[79]アメリカの占領に対するイラクの反乱の間、シリア諜報機関はアルカイダ戦闘員を訓練し、シリアをイラクに渡るジハード主義者の中継拠点に変えた。AQIはその後、イスラム国グループに進化し、イラクから戦闘員をシリア内戦に参加させた。[80] [81]
ラフィク・ハリリの殺害とシーダー革命

2005年2月14日、レバノンの元首相ラフィク・ハリリがベイルートでトラック爆弾による大規模な爆発で暗殺され、22人が死亡した。クリスチャン・サイエンス・モニターは「ハリリ殺害の責任はシリアにあると広く非難された。暗殺に至るまでの数ヶ月間、ハリリとシリアのバッシャール・アル・アサド大統領の関係は脅迫と威嚇の雰囲気の中で急落した」と報じた。[83]バッシャールは、ハリリの死後すぐに、テロ攻撃を画策したと疑われている重要人物 である義理の兄弟アセフ・シャウカットをシリア軍事情報局長に昇進させた。 [84]

この殺害は大きな騒動を引き起こし、レバノンでインティファーダを引き起こし、何十万人もの抗議者が街頭に繰り出してシリア軍の完全撤退を要求した。シリアに対し国連安保理決議1559号の履行を求める国際的圧力が高まる中、バッシャール・アル・アサド大統領は3月5日、シリア軍の撤退を命じると宣言した。2005年3月14日、イスラム教徒、キリスト教徒、ドルーズ派など100万人を超えるレバノンの抗議者が、ハリリ暗殺の月命日を記念してベイルートでデモを行った。4月7日に採択された国連決議1595号は、ハリリ暗殺事件を調査するために国際委員会を派遣した。2005年5月5日までに、国連はシリア軍兵士全員の完全撤退を公式に確認し、29年間続いた軍事占領を終わらせた。この数か月間に起きた蜂起は、レバノンの「独立インティファーダ」または「シーダー革命」として知られるようになった。[85]
2005年10月20日に発表された国連調査委員会の報告書は、シリア諜報機関の高官とアサド一家が殺害を直接指揮していたことを明らかにした。[86] [87] [88] BBCは2005年12月に「ダマスカスは2月にハリリを殺害した自動車爆弾への関与を強く否定している」と報じた。[89]
2007年5月27日、アサド大統領は国民投票でさらに7年間の任期を承認され、投票者の97.6%が引き続きアサド大統領の指導力を支持する結果となった。 [90] [91] [92]野党は国内に入国できず、国民投票ではアサド大統領が唯一の候補者となった。[55]ダマスカス宣言の傘下にあるシリア野党は、選挙は違法であり、「全体主義体制」を維持するための政権の戦略の一部であると非難した。 [93] [94]シリアにおける選挙は公式にアサド大統領への「忠誠の誓いを更新する」イベントとされており、投票はすべての国民の義務として実施されている。選挙結果の発表後、政権を称賛する政府支持派の集会が全国で開催され、国民は大統領への「忠誠」を宣言し、アサド王朝の「美徳」を称賛した。[95] [96] [97]
シリアは2000年代に北朝鮮の支援を受けて秘密裏に核兵器開発を開始したが、 2007年9月のアウトサイド・ザ・ボックス作戦中にイスラエル空軍によって核原子炉と疑われるものが破壊された。 [98] [99] [100]
シリア内戦中
2011–2015

シリアでの抗議活動は、 政治改革と公民権の回復、そして1963年以来続いていた非常事態の終結を求めたアラブの春の抗議活動に続いて、2011年1月26日に始まった。 [101] 2月4日と5日に「怒りの日」を宣言する試みが行われたが、何事もなく終わった。[102] 3月18日と19日の抗議活動はシリアでここ数十年で最大のものとなり、シリア政府は抗議活動を行う市民に対し暴力で応じた。[103] 2011年3月30日に行われた抗議活動に対する最初の公的な反応で、アサド大統領は騒乱を「陰謀」のせいにし、シリアの反体制派と抗議活動を扇動的な「フィトナ」と非難し、バアス党国家を国際的陰謀の犠牲者に仕立て上げるという党の方針に従った。彼はまた、アラブの春運動を嘲笑し、抗議活動に参加した人々を「病原菌」や第五列主義者と呼んだ。[104] [105] [106]

米国は2011年4月にアサド政権に対して限定的な制裁を課し、続いてバラク・オバマ大統領は2011年5月18日、バッシャール・アサドと他の6人の高官を具体的に標的とした大統領令を発令した。[108] [109] [110] 2011年5月23日、EU外相はブリュッセルでの会議で、アサドと他の9人の高官を渡航禁止と資産凍結の対象リストに追加することで合意した。[111] 2011年5月24日、カナダはアサドを含むシリア指導者に制裁を課した。[112]
6月20日、抗議者の要求と国際社会の圧力に応えて、アサド大統領は改革、新たな議会選挙、より大きな自由に向けた動きを含む国民的対話を約束した。また、難民に対しトルコからの帰国を促し、恩赦を保証し、すべての騒乱は少数の破壊工作員のせいだと主張した。[113]

2011年7月、ヒラリー・クリントン米国務長官は、アサド大統領は「大統領としての正当性を失った」と述べた。[109] 2011年8月18日、バラク・オバマは、アサド大統領に「退陣」するよう求める声明を発表した。[114] [115] [116] 8月、アサド政権を批判する漫画家アリ・ファルザットが襲撃された。このユーモア作家の親族はメディアに対し、襲撃者は政府高官、特にアサドの漫画を描くのをやめるよう警告するため、ファルザットの骨を折ると脅したと語った。ファルザットは両手の骨折と頭部の鈍器外傷で入院した。[117] [118]
ロシアは2011年10月以来、国連安全保障理事会の常任理事国として、アサド政権に対する国連制裁、さらには軍事介入の可能性を残していた西側諸国が提案した国連安全保障理事会の決議案を繰り返し拒否権発動してきた。[119] [120] [121]
2012年1月末までに、ロイター通信は、シリア軍、治安部隊、民兵(シャビーハ)によって5,000人以上の民間人と抗議者(武装過激派を含む)が殺害され、1,100人が「テロリスト武装勢力」によって殺害されたと報じた。[122]
2012年1月10日、アサド大統領は演説で、この蜂起は外国によって仕組まれたものであり、「勝利は近い」と宣言した。また、アラブ連盟がシリアを加盟停止にしたこと自体、シリアがもはやアラブではないことを示していると述べた。しかし、アサド大統領は、「国家主権」が尊重される限り、アラブが仲介する解決策に「扉を閉ざす」ことはないとも述べた。また、新憲法に関する国民投票は3月に実施される可能性があるとも述べた。[123]

2012年2月27日、シリアは、新憲法を起草するという提案が関連する国民投票で90%の支持を得たと主張した。この国民投票では、シリア大統領の任期を14年に制限することが導入された。米国やトルコを含む諸外国は国民投票を無意味と宣言し、EUは政権の主要人物に対する新たな制裁を発表した。[124] 2012年7月、ロシアのセルゲイ・ラブロフ外相は、西側諸国の行為は脅迫に等しいと非難し、シリアで内戦を引き起こした。[125] 2012年7月15日、赤十字国際委員会は、シリアが内戦状態にあると宣言した。[126]すべての陣営の死者数は全国で2万人に近づいたと報告された。[127]
2013年1月6日、アサド大統領は6月以来初の主要演説で、シリア国内の紛争はシリア国外の「敵」によるもので、彼らは「地獄に落ち」、「教訓を学ぶ」ことになるだろうと述べた。しかし、彼は政治的解決にはまだオープンであり、解決の試みが失敗したからといって「政治的解決に興味がないわけではない」と述べた。[128] [129] 2014年7月、アサド大統領は、反体制派がボイコットし国連が非難した政権支持地域で行われた投票プロセスの後、3期目の大統領職を更新した。 [ 65] [66] [67]ジョシュア・ランディスによると、「彼(アサド大統領)はこう言うだろう。『私は国家であり、私はシリアであり、西側諸国がシリア人と接触したいのであれば、彼らは私を通して来なければならない』」[66]
2014年9月にラッカ県における最後の政府拠点であった4つの軍事基地が陥落した後[130]、アサド大統領は支持基盤であるアラウィー派から激しい批判を受けた。[131]批判には、タブカ空軍基地でのISの勝利後に捕虜となった数百人の政府軍兵士がISに虐殺されたことを受けて、バッシャール・アル・アサド大統領の従弟であるドゥライド・アル・アサド氏がシリア国防大臣ファハド・ジャセム・アル・フレイジ氏の辞任を要求する発言も含まれている。[132]その直後、ホムスではアラウィー派が知事の辞任を要求する抗議活動を展開し[133]、アサド大統領の従弟ハーフィズ・マフルーフ氏が治安維持担当の職を解かれてベラルーシに亡命した。[134]アラウィー派の間でアサドに対する憤りが高まったのは、戦闘でアラウィー派の出身者が不釣り合いに多く死亡したこと、[135]アサド政権が自分たちを見捨てたという感覚、[136]経済状況の悪化などが原因だった。[137]アサドに近い人物は政権存続の可能性について懸念を表明し始め、2014年後半には「現在の状況は持続可能とは思えない...ダマスカスはいつか崩壊すると思う」と発言した。[130]

2015年、アサド家の数人がラタキアで不明な状況下で死亡した。[138] 3月14日、アサドの有力な従兄弟でシャビーハの創設者であるモハメド・トゥフィク・アル・アサドが、アサド家の先祖代々の故郷であるカルダハでの影響力をめぐる争いで、頭部に5発の銃弾を受けて暗殺された。 [139] 2015年4月、アサドはラタキアのアルジラで従兄弟のムンテル・アル・アサドの逮捕を命じた。[140]この逮捕が実際の犯罪によるものかどうかは不明である。[141]
シリア北部と南部で政府が相次いで敗北した後、アナリストらは、政権の不安定化が進むとともに、その中核であるアラウィー派の支持基盤におけるアサド政権への支持が引き続き低下していると指摘した。 [142]また、アサドの親族、アラウィー派、ビジネスマンがダマスカスからラタキアや外国に逃亡しているという報告が増えている。[143] [144]諜報機関の責任者アリ・マムルークは4月に自宅軟禁され、アサドの亡命中の叔父リファト・アル・アサドと共謀してバッシャールを大統領の座から引きずり降ろそうとしたとして告発された。[145]さらに、パルミラ攻勢中に誤った空爆が行われ、アサドと関係があるとされる将校2名が死亡したほか、第4機甲師団、ベリ軍用空軍基地、陸軍特殊部隊、第1機甲師団の指揮官らが死亡した。[146]

2015年9月4日、アサド政権の存続の見通しが暗いと思われたとき、ロシアのウラジミール・プーチン大統領は、ロシアはアサド政権に十分に「真剣な」支援、すなわち兵站支援と軍事支援の両方を提供していると述べた。[147] [148] [149] 2015年9月30日、シリア政府の正式な要請によりロシアが直接軍事介入を開始した直後、プーチン大統領は軍事作戦は事前に徹底的に準備されていたと述べ、シリアにおけるロシアの目標を「シリアの正当な権力を安定させ、政治的妥協の条件を整えること」と定義した。[150]プーチン大統領の介入は、崩壊の瀬戸際にあったアサド政権を救った。また、モスクワはシリア領空を完全に支配し、東地中海全域に恒久的な軍事的影響力を与える海軍基地を確保し、リビアへの介入を容易にするなど、重要な地政学的目標を達成することができた。[149]

2015年12月、プーチン大統領はロシアがアサド軍を支援しており、ISとの共同戦闘で反アサド反政府勢力を支援する用意があると述べた。[156]

2016年1月22日、フィナンシャル・タイムズは匿名の「西側高官」の話を引用し、ロシア連邦軍参謀本部情報総局(GRU )の長官であるロシアのイゴール・セルグン将軍が、2016年1月3日の急死の直前に、アサド大統領に退陣を求めるウラジーミル・プーチン大統領からのメッセージを携えてダマスカスに派遣されたと主張した。[157]フィナンシャル・タイムズの報道はプーチン大統領の報道官によって否定された。[158]
2016年12月、アサド軍が反政府勢力が支配するアレッポの半分を奪還し、同市での6年間の膠着状態に終止符を打ったと報じられた。[159] [160] 12月15日、政府軍がアレッポ全土の奪還目前であると報じられた。これは内戦の「転換点」であり、アサドは同市の「解放」を祝い、「歴史はすべてのシリア国民によって書かれている」と述べた。[161]

2017年11月7日、シリア政府はパリ気候協定に署名したと発表した。[168] 2018年5月、シリア政府はジョージアの分離独立共和国であるロシア占領下のアバジア共和国と南オセチア共和国の独立を承認し、欧州連合、米国、カナダなどの国々からの反発を招いた。 [169] [170] [171] 2020年8月30日、新たな閣僚評議会を含む第一次フセイン・アルヌース政権が発足した。[172]
2021年5月26日に行われた大統領選挙で、アサドは有権者の95.2%を獲得し、4度目の7年間の任期を確保した。野党とシリア民主軍は選挙をボイコットし、難民と国内避難民は投票資格を剥奪されたため、選挙に参加できたシリア人はわずか38%にとどまった。独立した国際監視団や西側諸国の代表は、選挙を茶番と評した。国連は、決議2254に直接違反するとして選挙を非難し、「権限がない」と発表した。[173] [174] [175] [176] [177]
2021年8月10日、第二次フセイン・アルヌース政権が発足した。[178]アサド政権下でシリアは2022年のロシアによるウクライナ侵攻の強力な支持者となり、ロシアに軍の撤退を求めた侵攻を非難する国連総会決議に反対した5カ国のうちの1つとなった。侵攻の3日前、ファイサル・メクダド外相はモスクワに派遣され、ドネツクとルハンシクの分離主義共和国に対するシリアの承認を確認した。侵攻の翌日、バッシャール・アル・アサドはウラジーミル・プーチンとの電話会談で、侵攻を「歴史の修正とソ連崩壊後の世界秩序のバランスの回復」と称賛した。[179] [180] [181]シリアは2022年6月にロシアに続いて2つの分離地域の「独立と主権」を公式に承認した最初の国となった。[182] [183] [184]

シリア革命の抗議運動開始から12年目に、バッシャール・アル=アサド大統領はロシア公式訪問中にウラジミール・プーチン大統領と会談した。プーチン大統領とのテレビ中継で、アサド大統領はロシアの「特別軍事作戦」をウクライナの「ネオナチと旧ナチ」に対する戦争として擁護した。[185] [186]彼はロシアによるウクライナの4州の併合を承認し、その領土は「歴史的にロシアの領土」であると主張してロシアの新しい国境を批准した。アサド大統領はまた、ロシアに対し、新たな基地の設置や地上部隊の増派によってシリアにおける軍事的プレゼンスを拡大し、軍事的役割を恒久化するよう求めた。 [j]

論争
腐敗
シリア革命が始まった当初、シリアでは汚職が蔓延しており、2011年の汚職認識指数ではシリアは129位にランクされていた。[196] 1970年代以降、シリア経済はバアス党のエリート層とアサド家のアラウィ派支持者のパトロンネットワークによって支配されており、彼らは血縁関係と縁故主義に基づいてシリアの公共部門を支配していた。1980年代初頭から、汚職の蔓延はバアス党内および一般大衆の間で論争の的となっていた。[197]
2000年代のバッシャール・アル・アサドの経済自由化プログラムは、民営化された部門や企業資産の多くを掌握したアラウィー派支持者たちがこの計画の受益者となったため、汚職と縁故主義の象徴となった。このため政府は、特に農村部のシリア人と都市部の労働者階級を中心に、シリア国民の大多数から疎外され、彼らは公然と目に見えるようになった経済格差を広く嫌悪した。[22] [71]アサドの従兄弟であるラミ・マフルーフは、この時期に政権が最も寵愛した寡頭政治家であり、汚職の制度化、中小企業の不利な立場、民間企業家の抑圧を特徴としていた。[198]政党、官僚、軍隊に存在した腐敗、アラウィー派に対する宗派的偏見、縁故主義、広範囲にわたる賄賂の根強さが民衆の怒りを招き、2011年のシリア革命の勃発につながった。抗議活動が最も激しかったのは労働者階級の地区で、彼らは長い間、政権の支持者を優遇する搾取政策の矢面に立たされてきた。[199] [200]
ABCニュースによると、シリア内戦の結果、「政府統制下のシリアは規模が縮小し、疲弊し、貧困化している」とのことだ。[201]シリア内戦よりかなり前から米国は経済制裁(シリア責任法)を課しており、内戦勃発時にEUもこれに加わり、シリア経済の崩壊を引き起こした。[202]これらの制裁は2014年10月にEUと米国によって強化された。 [203] [204]依然として政府が掌握しているシリアの一部の産業は国による統制が強く、現在の紛争中に経済の自由化が後退している。 [205]ロンドン・スクール・オブ・エコノミクスは、シリア内戦の結果、シリアで戦時経済が発展したと述べている。[206] 2014年の欧州外交評議会の報告書でも、戦時経済が形成されていると述べている。
双方で少なくとも14万人が死亡したと推定される紛争が始まって3年が経ち、シリア経済の多くは崩壊している。暴力が拡大し制裁が課されるなか、資産やインフラは破壊され、経済生産は落ち込み、投資家は国外に逃亡した。失業率は現在50%を超え、国民の半数が貧困ライン以下の生活を送っている。このような背景から、国を蝕む暴力、混乱、無法状態を糧とする新たな経済ネットワークやビジネス活動を生み出す戦争経済が台頭しつつある。この戦争経済は、西側諸国の制裁が意図せず助長したものだが、一部のシリア人に紛争を長引かせる動機を与え、紛争終結を困難にしている。[207]
シリア政策研究センターが国連に委託した報告書によると、シリア国民の3分の2が現在「極度の貧困」に陥っている。[208]失業率は50%である。[209] 2014年10月、タルトゥースに5000万ドルのショッピングモールがオープンしたが、政府支持者から批判を招き、内戦中に平常感を演出しようとするアサド政権の政策の一環とみなされた。[210]殺害された兵士の家族を政府職員として優先する政府の政策は騒動を引き起こしたため中止された。 [135]一方、汚職疑惑の高まりは抗議を引き起こした。[137] 2014年12月、EUはアサド政権へのジェット燃料の販売を禁止し、政府は今後、より高価な無保険のジェット燃料輸送を購入せざるを得なくなった。[211]
内戦の結果、国家の役割が増大したことを利用し、バッシャールと妻のアスマは、旧来のビジネスエリートを排除して経済の直接管理を独占しようと、支持者からシリア経済資産を併合し始めた。バッシャールの弟であるマヘル・アル・アサドも、シリアの国営麻薬産業の運営を監督し、戦利品の多くを押収することで富を築いた。この統治者夫妻は現在、シリアの海運、不動産、通信、銀行部門の広大な領域を所有している。[212] [213] 2019年に政府が権力と影響力を誇示するために主要な経済資産を大統領夫妻に移管するなど、没収キャンペーンを開始して以来、シリア経済に大きな変化が起こっている。特に注目すべき動向は、シリアの秘密経済評議会を率い、「シリアの経済力の中心」となったと考えられているアスマ・アル・アサドの台頭である。アスマは、自身の金融ネットワークのバックボーンであるシリア・トラストNGOを通じて、シリアへの外国援助を精査している。なぜなら、政府は国連組織が国家機関の下で活動する場合のみに認可を与えているからである。[214]
近年、汚職は散発的に増加しており、シリアはアラブ世界で最も腐敗した国であると考えられています。[215] [216] 2022年現在、シリアは腐敗認識指数で世界第2位にランクされています。[217]
宗派主義
ハフィズ・アル=アサド政権は、20世紀で最も抑圧的なアラブ独裁政権の一つとして広く数えられている。バシャールは父の権力を継承し、旧体制を一掃し、党と軍に忠誠派のアラウィ派将校を配置することで「権威主義の強化」を図り、体制内の宗派主義をさらに強化した。 [218] [80]バアス党政権は公式には厳格な世俗主義の教義を堅持しているが、実際には社会において宗派主義的な政策を実施し、反対意見を抑圧し、絶対的な権力を独占している。[219]

政権は、自らを「少数派の保護者」として外部に見せかけ、社会に多数決の恐怖を植え付け、少数派から支持者を動員しようとしてきた。[221]ミシェル・サマハのようなアサド支持派は、彼が「スンニ派の海」と呼ぶものから政権を守るために宗派間の動員を主張してきた。アサド政権は、特にスンニ派地域で、シャビーハのようなアラウィー派の私兵を通じて宗派間の暴力を解き放ってきた。アラウィー派の宗教的図像と共同体感情は、アラウィー派民兵を率いるアラウィー派の戦士シャイフが、反対派の拠点で虐殺、拉致、拷問を行うための正当化としてよく使うテーマである。 [222]政権が採用したさまざまな開発政策は、宗派間のパターンに従っていた。 2000年代には政府がホムス市で実施した都市化計画により、何千人ものスンニ派住民が追放されたが、アラウィー派が多数を占める地域はそのまま残された。[223]

人権
バアス党政権はシリアを全体主義国家として統治し、数十年にわたりシリア社会のあらゆる側面を警備してきた。シリア・アラブ軍、秘密警察、バアス党準軍事組織からなる政府治安部隊の指揮官は、法的手続きや官僚機構をほとんど考慮せずに、国家の執行機能を直接実行している。ムハバラートの監視システムは広範囲に及んでおり、そのさまざまな部門で働くエージェントの総数は、一般市民の158分の1の比率に達すると推定されている。治安機関は市民社会組織を閉鎖し、国内での移動の自由を制限し、非バアス党の政治文書やシンボルを禁止している。[99] [225] 2010年、ヒューマン・ライツ・ウォッチは、恣意的な逮捕、検閲、シリアのクルド人に対する差別が特徴的な、アサドによる非常事態統治の最初の10年間の抑圧を記録した報告書「無駄な10年」を発表した。[225] [226]

2000年代を通じて、恐るべきムハバラートの工作員たちは日常的に民間人の拉致、恣意的な拘留、拷問を行っていた。反体制派に対する見せしめ裁判が数多く行われ、シリアの刑務所はジャーナリストや人権活動家で埋め尽くされた。シリア情報総局のメンバーは長い間、超法規的行動を実行する広範な特権を享受しており、刑事犯罪からの免責特権も与えられている。2008年、アサドは治安部隊の他の部門にもこの免責特権を拡大した。[226]ヒューマン・ライツ・ウォッチやアムネスティ・インターナショナルなどの人権団体は、アサド政権の秘密警察が政敵や政府に反対する人々を拷問、投獄、殺害した様子を詳細に報告している。[227] [228]さらに、シリアによるレバノン占領以来、約600人のレバノン人政治犯が政府の刑務所に収容されていると考えられており、中には30年以上も収容されている人もいる。[229] 2006年以来、アサド政権は政治反体制派に対する渡航禁止令の適用を拡大している。 [230] 2007年のABCニュースのインタビューで、アサドは「政治犯など存在しない」と述べたが、ニューヨークタイムズは、 2007年12月に共同反対派戦線を組織していたシリアの政治反体制派30人が逮捕され、このグループのうち反対派指導者とみられる3人が拘留されていると報じた。[231]

2023年、カナダとオランダはシリアに対し国際司法裁判所(ICJ)に訴訟を起こし、シリアが国連拷問等禁止条約に違反しているとして訴えた。共同請願書は、シリア政権がシリア国民を集団的に罰する戦略として「想像を絶する肉体的・精神的苦痛と苦悩」を組織していると非難した。[240] [241] [242]ロシアは、バッシャール・アル・アサドを国際刑事裁判所で訴追しようとする国連安全保障理事会の取り組みを拒否した。[243]
クルド人に対する弾圧
バアス党政権下のシリアでは、学校や公共機関でのクルド語の使用が長らく禁止されており、バッシャール・アル・アサド政権下ではクルド人に対する差別が着実に増加した。国家政策によりクルド文化は公式に抑圧され、30万人以上のシリアのクルド人が無国籍となった。国家による迫害に対するクルド人の不満は、最終的に2004年のカミシュリー蜂起にまで達したが、シリア軍の派遣後、暴力的に鎮圧された。その後の弾圧により、36人以上のクルド人が殺害され、少なくとも160人のデモ参加者が負傷した。2,000人以上の民間人が逮捕され、政府の拘留施設で拷問を受けた。カミシュリー虐殺の後、クルド人の活動に対する規制はさらに強化され、アサド政権は「争いを煽る」または「国民感情を弱める」という容疑で、事実上すべてのクルド人の文化的集会と政治活動を禁止した。2005年から2010年にかけて、ヒューマン・ライツ・ウォッチは少なくとも14のクルド人の政治的・文化的集会に対する治安弾圧を確認した。[226] [225] 2008年3月、シリア軍はノウルーズを祝うカミシュリーのクルド人の集会に発砲し、民間人3人を殺害、5人を負傷させた。[244]
検閲
2001年9月22日、アサド大統領は新聞から書籍、パンフレット、定期刊行物に至るまで、シリア国内で印刷または出版されるすべての文献に対する政府の統制を強化する報道法を制定した。報道法違反で告発された出版者、作家、編集者、販売業者、ジャーナリスト、その他の個人は投獄または罰金刑に処せられる。検閲はサイバースペースにも拡大され、さまざまなウェブサイトが禁止されている。多数のブロガーやコンテンツ作成者がさまざまな「国家安全保障」の容疑で逮捕されている。[226]
2007年の法律では、インターネットカフェはユーザーがチャットフォーラムに投稿するすべてのコメントを記録することが義務付けられています。[245] 2008年の別の法令では、インターネットカフェは顧客を記録し、定期的に警察に通報することが義務付けられました。[246]アラビア語版Wikipedia、YouTube、Facebookなどのウェブサイトは、2008年から2011年2月まで断続的にブロックされました。[247] [248] [249] ジャーナリスト保護委員会(CPJ)は、2009年にシリアをオンラインブロガーにとって3番目に危険な国にランク付けしました。個人は、「国家の統一」を損なうことから「虚偽の」コンテンツを投稿または共有することまで、さまざまな容疑に基づいて逮捕されています。[226] [246]
シリアは、CPJの2012年の報告書で、検閲が最も厳しい国として3位にランクされました。国際ジャーナリストの入国禁止に加え、国内の報道機関はバアス党のイデオロギーを推進する政府機関によって統制されています。2011年からシリア政府は完全な報道管制を発令し、外国人特派員はすぐに拘束、拉致、拷問を受けました。その結果、シリア国内の状況は、独立した民間ジャーナリストのビデオを通じてのみ外部から知ることができます。アサド政権は、シリアに関する情報を独占しようとする報道を阻止するため、支配地域のインターネット、モバイルネットワーク、電話回線を遮断しました。[250]
弾圧、民族浄化、強制失踪
バシャール・アル・アサド大統領が命じたシリアの抗議者に対する弾圧は、アラブの春全体におけるすべての軍事弾圧の中で最も残忍なものだった。暴力が激化し、死者数が数千人に達すると、欧州連合、アラブ連盟、米国はアサド政権に対して広範囲にわたる制裁を課し始めた。2011年12月までに、国連はシリアの状況を「内戦」と宣言した。[251]この時点で、すべての抗議者と武装抵抗グループは、バシャール・アル・アサド大統領の無条件辞任を彼らの主要な要求の一部と見なしていた。2012年7月、アラブ連盟は緊急会議を開催し、アサド大統領の「迅速な辞任」を要求し、彼が申し出を受け入れれば「安全な退去」を約束した。[252] [253]アサド大統領は申し出を拒否し、代わりに焦土作戦、虐殺、包囲、強制的な飢餓、民族浄化などを通じて、苦境に立たされた政権を守るためにイランとロシアに軍事支援を求めた。 [254]

民族浄化

エヴァ・クルリオティスはバッシャール・アル=アサドを「 21世紀の民族浄化の達人」と評した。 [257]内戦の間、アサドは政権に有利なように人口構成を再構築するため、国全体で人口削減キャンペーンを命じ、その軍事戦術はボスニア戦争の迫害に例えられた。2011年から2015年の間に、バアス党民兵は、社会工学アジェンダを国内で実行する目的で、49件の民族宗派間虐殺を犯したと報告されている。シャビーハとして知られるアラウィー派忠誠派民兵は、スンニ派の村や町に侵入し、数多くの反スンニ派虐殺を犯している。これらには、数百人の死者を出したホウラ虐殺、バイダ虐殺、バニヤス虐殺、アル=クベイル虐殺、アル=ハサウィヤ虐殺などが含まれる。数十万人の住民が政権の迫害と性的暴力の脅威にさらされて逃げている。シリア中部地域とアラウィ派が多数を占める沿岸地域では、ポグロムと国外追放が顕著であり、シリア軍とヒズボラは、スンニ派住民を追放し、イランが支援するシーア派過激派を連れてくる戦略的な支配を確立することを優先事項としている。 [258] [259] [257] [260] 2016年、国連当局は、シリアのダラヤ地区で緊張緩和協定を装って人口操作と民族浄化を進めているとしてバッシャール・アル・アサド大統領を批判した。[261]
シリア政府軍は、紛争中、戦争戦略の一環として民間人の大量虐殺を行っており、シリア内戦における民間人死者の90%以上を引き起こしている。[7]国連は、2011年から2021年の間に少なくとも306,000人の民間人が死亡したと推定している。[105] [106] 2022年現在、死者総数は約580,000人に上る。[262]さらに、2011年から2023年の間にシリア全土で154,000人の民間人が強制的に失踪または恣意的な拘留を受けている。2023年現在、135,000人以上がバアス党の刑務所ネットワークで拷問を受け、投獄され、死亡しており、その中には数千人の女性と子供も含まれている。[263]
戦争犯罪

多くの政治家、反体制派、作家、ジャーナリストは、戦争犯罪、反スンニ派宗派による大量虐殺、化学兵器攻撃、民族浄化キャンペーンのために、アサドをシリアの「虐殺者」と呼んでいる。[265] [266] [267] [268]連邦捜査局は、シリア内戦中に拘束されたアサド政権によって少なくとも10人のヨーロッパ人が拷問を受けたと述べており、アサドは個々のヨーロッパ諸国から戦争犯罪で訴追される可能性がある。[269] [167] 国連人権高等弁務官のナヴィ・ピレイは2013年12月、国連の調査によりバッシャール・アル・アサドが人道に対する罪で直接有罪であり、「国家元首を含む政府の最高レベルで」策定された絶滅戦略を追求していることが示されたと述べた。[270]

2015年2月のBBCとのインタビューで、アサド大統領は、シリア空軍が樽爆弾を使用したという非難を「子供じみている」と否定し、自軍はこうしたタイプの「樽」爆弾を使ったことはなく、「調理鍋」も使わないというジョークで応じた。[273]インタビューを行ったBBC中東担当編集者のジェレミー・ボーウェン氏は後に、樽爆弾に関するアサド大統領の発言は「明らかに事実ではない」と述べた。[274] [275] 2011年から2012年にデモが発生するとすぐに、バッシャール・アル・アサド大統領は、ハフィズ・アル・アサド時代以来の新バース党政権の特徴的なアプローチである「サムソン・オプション」の実施を選択し、抗議行動は暴力的に鎮圧され、デモ参加者は軍によって直接銃撃された。しかし、ハフィズとは異なり;バシャールは忠誠心がさらに低く、政治的に脆弱で、国民の大多数からの疎外感によってさらに悪化した。その結果、バシャールは反対意見を父親よりもはるかに包括的かつ厳しく取り締まることを選択した。そして、協力しているという単なる疑惑が暗殺される十分な理由となった。[276]
ファレス東地中海研究センター所長ナディム・シェハディは、「1990年代初頭、サダム・フセインが国民を虐殺しており、我々は武器査察官を心配していた」と述べ、「アサドも同じことをした。国民を虐殺している間、彼は化学兵器で我々を忙しくさせていた」と主張した。[277] [278]シリアの元副大統領でバアス党の反体制活動家アブドゥル・ハリム・ハダムは、ハーフィズ・アル・アサドとその息子バッシャールの政策を対比して、次のように述べている。

人権団体や犯罪捜査官らはアサドの戦争犯罪を記録し、国際刑事裁判所に起訴のため送付した。[280]シリアはローマ規程の締約国ではないため、国際刑事裁判所がバッシャール・アル・アサドを法廷に送るには国連安全保障理事会の承認が必要である。アサドの主要支援国であるロシアがこれを一貫して拒否しているため、ICCによる訴追は実現していない。一方、欧州各国の裁判所は、バース党幹部、シリア軍司令官、ムハバラート幹部を戦争犯罪で起訴し、有罪判決を下し始めている。[281] 2015年9月、フランスは人道に対する罪でアサド大統領の調査を開始し、ローラン・ファビウス外相は「人間の良心を冒涜するこれらの犯罪、この恐ろしい官僚主義、人道的価値の否定に直面して、殺人者の不処罰に対して行動を起こすのは我々の責任である」と述べた。[282]
2016年2月、国連シリア調査委員会の委員長パウロ・ピニェイロは記者団に対し、「被拘禁者の大量死は、シリア政府が人道に対する罪である絶滅行為に該当する行為に責任があることを示している」と語った。国連委員会は、シリア当局に拘禁されている間に女性や7歳の子供が死亡するなど、「想像を絶する虐待」が行われていることを報告した。報告書はまた、「これらの拘禁施設を指揮する支部や局の長を含む高官、軍警察の責任者、そして彼らの民間人の上司は、拘禁施設で起こっている膨大な数の死を知っていたにもかかわらず、虐待を防止したり、疑惑を調査したり、責任者を訴追したりする措置を講じなかったと信じるに足る十分な根拠がある」と述べた。[283]
2016年3月、ニュージャージー州選出のクリス・スミス下院議員率いる米国下院外交委員会は、オバマ政権に対し、「シリア政府関係者か内戦の他の当事者によるものかどうかにかかわらず」違反行為を捜査・訴追するための戦争犯罪法廷を設置するよう求めた。 [284]
2018年6月、ドイツの主任検察官は、アサド政権の最高幹部の一人であるジャミル・ハッサンに対する国際逮捕状を発行した。[285]ハッサンはシリアの強力な空軍情報局の長である。空軍情報局が運営する拘留センターはシリアで最も悪名高いものの一つであり、拷問や怠慢により何千人もが死亡したと考えられている。ハッサンに対する告訴では、彼が施設の指揮責任を負っていたため、虐待を知っていたとされている。ハッサンに対する動きは、検察がアサド政権の側近の幹部を戦争犯罪で裁判にかけようとする重要な節目となった。
タダモン虐殺に関する調査報告書の中で、ウグル・ウミット・ウンゴル教授とアンサル・シャフード教授は、アサド大統領がシリア軍情報部にシャビーハに民間人を殺害するよう指示するよう命令したと証言する目撃者を発見した。[286]
2023-2024年の逮捕状と法的手続き
2023年11月15日、フランスはシリアのバッシャール・アサド大統領に対し、シリアにおける民間人に対する禁止化学兵器の使用を理由に逮捕状を発行した。[14] 2024年5月、フランスの対テロ検察官は、現職の国家元首としてのアサド大統領の絶対的免責を主張し、パリ控訴裁判所にアサド大統領の逮捕状の取り消しを検討するよう要請した。[287]
2024年6月26日、パリ控訴裁判所は、シリア内戦中の戦争犯罪への共謀の疑いでフランスがアサド大統領に対して発行した国際逮捕状は有効であるとの判決を下した。この判決は事件に関与した弁護士らによって確認された。[287]
弁護士らによると、この判決は、現職の国家元首の個人的免責特権が絶対的ではないことを国内裁判所が認めた初の事例となったとAP通信は報じている。[287]
化学攻撃
シリア軍はシリア内戦において化学戦を組織的な軍事戦略として展開しており、紛争の過程で民間人を標的とした化学攻撃を300回以上行ったと推定されている。 [288] [289] GPPi研究所 が実施した調査では、2012年12月23日から2019年1月18日の間にシリアで化学兵器が使用された攻撃が336件確認された。この研究では、確認された化学攻撃全体の98%がアサド政権によるものとされた。攻撃のほぼ90%は2013年8月のグータ化学攻撃後に発生した。 [290] [291]
シリアは2013年10月に化学兵器禁止条約およびOPCW加盟国に加盟しており、現在シリアにおける化学兵器問題を調査するために国連の権限を持つOPCWミッションが3つある。これらはシリアによる化学兵器計画の申告を検証する申告評価チーム(DAT ) 、化学攻撃と使用された兵器の種類を特定する任務を負ったOPCW事実調査ミッション(FFM)、そして化学攻撃の加害者を調査する調査・特定チーム(IIT)である。調査結果は国連機関に提出される。[292]
2021年4月、シリアは加盟国の国民投票により、OPCWの調査・特定チーム(IIT)に協力せず、化学兵器禁止条約に違反したとして、OPCWから資格停止処分を受けた。[293] [ 294] [295] 2021年7月にOPCW-IITが発表した別の調査報告書の調査結果では、アサド政権によるものとされる77件の化学兵器攻撃のうち、シリア政権が少なくとも17回は確認された化学攻撃を行ったと結論付けている。[296] [297] 2023年3月現在、国連の独立調査委員会は、アサド政権に忠誠を誓う勢力による化学攻撃を少なくとも9件確認している。[298] [299]
最も致命的な化学攻撃は、2013年8月21日早朝、アサド政権軍が東グータを残忍に包囲し、民間地域に神経ガスの サリンを発射したグータ化学攻撃である。数千人の感染者と瀕死の犠牲者が近くの病院に殺到し、泡を吹いたり、体のけいれんやその他の神経毒性の症状を示した。女性や子供を含む推定1,100~1,500人の民間人が攻撃で死亡したと推定されている。 [300] [301] [302]この攻撃は国際的に非難され、イラン・イラク戦争以来最悪の化学兵器使用となった。[303] [304] 2022年8月21日、米国政府はグータ化学攻撃9周年を記念し、「米国はグータ攻撃およびアサド政権が行ったと評価する他の多くの化学攻撃の犠牲者と生存者を記憶し、敬意を表します。私たちは、どこで、誰によって、どのような状況であれ、化学兵器の使用を可能な限り強い言葉で非難します...米国はアサド政権に対し、化学兵器計画を完全に申告し、破棄することを求めます...そして、化学兵器禁止機関の申告評価チームを許可するよう政権に求めます。」[305]
2017年4月、ハーン・シャイフンでサリン 化学攻撃があり、80人以上が死亡した。[306] [307] [236]この攻撃を受けて、ドナルド・トランプ米大統領は米軍にシリアのシャイラート空軍基地に向けてミサイル59発を発射するよう命令した。[308] [309]数ヵ月後、国連と国際化学兵器査察官の共同報告書は、この攻撃はアサド政権によるものだと結論付けた。[167] [310]
2018年4月、ドゥーマで化学攻撃が発生し、米国とその同盟国はアサド大統領が国際法に違反したと非難し、 ダマスカスとホムスの化学兵器施設への共同ミサイル攻撃を開始した。シリアとロシアは当時、シリア政府の関与を否定した。[311] [312] 2023年1月27日にOPCW-IITが発表した第3次報告書は、少なくとも43人の民間人が死亡した2018年のドゥーマ化学攻撃はアサド政権の責任であると結論付けた。[k]
ホロコーストに関するコメント
2023年12月にバアス党中央委員会で行われた演説で、バッシャール・アル=アサドはホロコースト中に600万人のユダヤ人が殺害されたという「証拠はない」と主張した。ナチスの絶滅作戦の犠牲者はユダヤ人だけではないということを強調したアサドは、ホロコーストはヨーロッパのユダヤ人を大量にパレスチナに移送するために連合国によって「政治化」され、イスラエル建国を正当化する口実として使われたと主張した。アサドはまた、戦間期にナチズムの台頭を財政的、軍事的に支援したとして米国政府を非難した。[313] [314]

国際的な反対

シリアを訪れた外国人ジャーナリストや政治評論家は、シリアをアラブ世界で最も「冷酷な警察国家」と評している。 2000年代初頭のダマスカスの春に対するアサドの暴力的な弾圧と、レバノンのラフィク・ハリリ首相暗殺へのアサドの関与を示唆する国連報告書の発表は、冷戦後のシリアの孤立を悪化させた。[354] [355]アサド政権によるアラブの春の抗議者に対する致命的な弾圧に対する世界的な怒りを受けてシリア内戦が勃発し、民間人に対する焦土作戦により50万人以上の死者、大量殺戮、紛争中の組織的な化学兵器の使用がもたらされ、バッシャール・アル・アサドは国際的なのけ者となり、多くの世界の指導者が辞任を求めた。[356] [355] [357] [358]

2014年11月、クイリアム財団は、政府の戦争犯罪から人々の注意をそらすために、アサド大統領の全面的な支援を受けたと主張するプロパガンダ活動が、西側生まれのジハード戦士の死に関する虚偽の報道を流したと報告した。第二次チェチェン戦争のチェチェン人戦闘員の写真を使ったアサド支持派の報道が西側メディアに広まり、存在しないイギリス人ジハード戦士の死に関する虚偽の記事が西側メディアに掲載された。[418]
