若いころ

1976年7月15日、カーターは米国上院議員ウォルター・モンデールを副大統領候補に選んだ。[114]カーターとフォードは3回のテレビ討論会で対決したが、[115]これは1960年以来初の米国大統領選討論会であった。 [115] [116]
選挙の2週間前に新聞売り場に並んだ1976年11月号のプレイボーイで、ロバート・シェアーがカーターにインタビューした。カーターは自身の宗教におけるプライドの見方について語りながら、「私は多くの女性を欲望の目で見てきた。心の中では何度も姦淫を犯してきた」と語った。[117] [118]この返答と、別のインタビューで「ファック」という言葉を口にしても構わないと認めたことで、メディアは大騒ぎし、政治家と私生活の境界線が崩れつつあると批評家たちは嘆いた。[119]
選挙と政権移行

選挙運動の初めにはカーターがフォードを二桁リードしていたが、10月までにその差はわずか数ポイントに縮まった。[120]選挙前の最終日には、ギャラップを含むいくつかの世論調査で、フォードがカーターをわずかにリードしていることが示された。[121]選挙日には、最終的にカーターが選挙人297票と一般投票の50.1%を獲得して勝利し、フォードは選挙人240票と一般投票の48.0%を獲得した。[122] [122]カーターの勝利は、部分的には[123]オハイオ、ペンシルベニア、ウィスコンシン、ミシシッピなど、3ポイント未満の差で決まった州で黒人有権者が圧倒的にカーターを支持したことによるものとされた。[124] [125]
カーターの大統領移行の予備計画は、選挙の何ヶ月も前からすでに進行していた。[126] [127]カーターは、選挙前の移行計画に多額の資金と相当数の人員を割り当てた最初の大統領候補であり、それがその後の標準的な慣行となった。[128]彼は、将来のすべての移行をより大規模に、より計画的に、より正式なものにする型を作った。[128] [127]

大統領職(1977年~1981年)

カーターは1977年1月20日に第39代大統領に就任した。[134]カーターの最初の行動の1つは、ベトナム戦争時代の徴兵忌避者に対する無条件恩赦を宣言する大統領令、宣言4483を発令し、選挙公約を履行することだった。[135] [136]カーターの在任期間は、経済不況、継続的なインフレと不況、そして1979年のエネルギー危機に見舞われた。1980年1月7日、カーターは、クライスラー社を35億ドル(2023年には129億4000万ドルに相当)の援助で救済するための、公法96–185として知られる法律HR5860に署名した。[137]
カーターは世界中の様々な紛争を鎮めようとしたが、最も顕著なのは中東でのキャンプ・デービッド合意への署名、[138] パナマ運河のパナマへの返還、ソ連の指導者レオニード・ブレジネフとの核軍縮条約SALT IIへの署名である。彼の最後の年はイラン人質事件で汚され、それが1980年の選挙でロナルド・レーガンに敗れる一因となった。[139]内部告発者は、最近では2023年に、レーガン陣営のために働いていた人々がイランに危機を長引かせてカーターの再選の可能性を減らすよう説得したと主張している。[140]

米国のエネルギー危機

1978年1月12日、記者会見でカーターは、エネルギー改革案に関する継続的な議論は「長く、分裂的で、困難」であり、法律の施行で対処する必要のある国家的な問題を妨げていると述べた。[148] 1978年4月11日の記者会見で、カーターは、大統領就任以来「失望の性格を帯びた」最大の驚きは議会が法案を可決するのに苦労していることであり、特にエネルギー改革法案を挙げて「1年前の4月にこの問題を議会に提案したとき、1年後もまだ解決されていないとは夢にも思わなかった」と述べた。[149]カーターのエネルギー法案は、多くの審議と修正を経て、1978年10月15日に議会で承認された。この法案は、天然ガスの販売を規制緩和し、州内と州間のガス価格の長年の格差をなくし、エネルギー節約と非化石燃料の使用を促進する税額控除を創設した。[150]
1979年3月1日、カーターは議会の要請に応じて、予備ガソリン配給計画を提出した。[151] 4月5日、カーターは演説を行い、エネルギー節約と石炭や太陽光などのエネルギー源の国内生産増加の緊急性を強調した。[152] 4月30日の記者会見で、カーターは下院商務委員会が予備ガソリン配給計画を承認することが不可欠であると述べ、議会に彼が提案した他のいくつかの予備エネルギー節約計画を可決するよう求めた。[153]

EPA ラブ カナル スーパーファンド
1978年、カーターはニューヨーク州ナイアガラフォールズ市のラブキャナル地区に連邦非常事態を宣言した。800世帯以上が有毒廃棄物埋立地の上に建てられた地区から避難した。この状況に対応するためスーパーファンド法が制定された。 [159]連邦災害資金は、埋立地の上に建てられた約500軒の家屋、99番街学校、93番街学校の取り壊し、埋立地を修復し、有害廃棄物の封じ込め区域を建設するために充てられた。このようなプロセスが実施されたのはこれが初めてだった。カーターは、全国にさらにいくつかの「ラブキャナル」が存在することを認め、そのような有害廃棄物埋立地の発見は「現代における最も恐ろしい発見の1つ」であった。[160]
議会との関係悪化

1979年5月10日、下院はカーター大統領に予備ガス配給計画を作成する権限を与えることに反対票を投じた。[171]翌日、カーター大統領は大統領執務室で、この投票に衝撃を受け、アメリカ政府を恥じていると述べ、「下院議員の大多数は、国家に対する潜在的かつ深刻な脅威に対処する政治的責任を引き受ける気がない」と結論付けた。さらに、下院議員の大多数は「地方的または偏狭な利益」を重視していると述べ、下院に対し、今後90日以内に独自の配給計画を作成するよう要求した。[172]

経済

カーター大統領の政権は、ほぼ同時期に2つの困難な経済史をたどった。最初の2年間は、1973年から75年の深刻な不況からの回復が続く時期で、固定投資は1970年の不況以来最低レベルとなり、失業率は9%となった。[176]カーター大統領の最後の2年間は、2桁のインフレ、非常に高い金利、[177]石油不足、そして経済成長の鈍化が特徴であった。[178]カーター大統領が提案し議会で可決された1977年の公共事業雇用法などの300億ドルの経済刺激策により、実質世帯中央値は5.2%増加し、次の四半期は6.4%の予測となった。[179]
1979年のエネルギー危機によりこの成長期は終わりを告げ、インフレと金利が上昇するにつれ、経済成長、雇用創出、消費者信頼感は急激に低下した。[177]連邦準備制度理事会議長のG・ウィリアム・ミラーが採用した比較的緩和的な金融政策は、すでにインフレの幾分高い一因となっており、[180] 1976年の5.8%から1978年には7.7%に上昇した。世界有数の石油輸出国機構(OPEC)による原油価格の突然の倍増により、[181]インフレ率は2桁のレベルに達し、1979年の平均は11.3%、1980年には13.5%となった。 [176] 1979年の夏休みシーズンが始まるとガソリンが突然不足し、問題はさらに悪化し、一般大衆にとって危機の象徴となった。[177]アメラダ・ヘス精錬施設の閉鎖に端を発した深刻な不足により、その年連邦政府は同社に対して訴訟を起こした。[182]
規制緩和

1977年、カーターはアルフレッド・E・カーンを民間航空委員会(CAB)の委員長に任命した。カーンは、業界の規制緩和を推進する一翼を担い、一流の経済学者、ワシントンの主要シンクタンク、改革を主張する市民社会連合(トラックと鉄道の改革活動のために以前に結成された連合を模したもの)、規制機関の長、上院指導部、カーター政権、さらには航空業界の一部からも支持された。この連合は1978年に速やかに立法上の成果を上げた。[183]
カーターは1978年10月24日に航空規制緩和法に署名し、法律として成立させた。この法律の主な目的は、民間航空の運賃、路線、市場参入(新規航空会社)に対する政府の規制をなくすことであった。民間航空委員会の規制権限は段階的に廃止され、最終的には市場の力で路線と運賃を決定できるようになる。この法律は、航空安全のあらゆる側面に対するFAAの規制権限をなくしたり縮小したりするものではない。 [184]
1979年、カーターはアメリカのビール業界の規制を緩和し、 1920年にアメリカで禁酒法が施行されて以来初めて、アメリカの自家醸造家に麦芽、ホップ、酵母を販売することを合法化した。[185]この規制緩和により、1980年代から1990年代にかけて自家醸造が増加し、2000年代までにはアメリカで強力な地ビール文化が発展し、2021年末までにアメリカには9,118の地ビール醸造所、ブルーパブ、地域のクラフトビール醸造所が存在するようになった。[186]
健康管理
大統領選挙運動中、カーターはテッド・ケネディが提唱した超党派の国民皆 保険に似た医療改革を掲げた。[187]在任中のカーターの医療に関する提案には、1977年4月の医療費義務化提案[188]と、1979年6月の民間医療保険の適用範囲を提供する提案があった。[189]カーターは、1979年6月の提案をアメリカの医療保険の進歩の継続と見なした。ハリー・S・トルーマン大統領は、医療をアメリカ人の基本的権利とすることを提案し、メディケアとメディケイドはリンドン・B・ジョンソン大統領の下で導入された。[190] [191] 1977年4月の医療費義務化提案は上院で可決されたが、[192]後に下院で否決された。[193] 1978年、カーターは医療法案の妥協案についてケネディと会談したが、失敗に終わった。[194]彼は後に、ケネディの意見の相違が包括的なアメリカの医療制度を提供するという彼の計画を妨げたと述べた。[195]

カーターはヘッドスタートプログラムを拡大し、43,000人の子供と家族を追加した。[200]一方、教育に使われる非防衛費の割合は2倍になった。[201]カーターは、ヘッドスタートを開始したリンドン・B・ジョンソン大統領と第89回米国議会を称賛した。 [202] 1980年11月1日の演説で、カーターは、政権がヘッドスタートを移民の子供たちにまで拡大し、「現在、ベンツェン上院議員とキカ・デ・ラ・ガルサとともに、国境地区で最大4,500万ドルの連邦資金を調達し、合法的にここに居住するメキシコの学童の数を増やすための学校建設を支援するために懸命に取り組んでいる」と述べた。[203]
外交政策

イスラエルとエジプト

カーター大統領は就任当初からアラブ・イスラエル紛争の調停に努めた。[204] 1977年に両国間の包括的和解を模索する試みが失敗した後(1973年のジュネーブ会議の再開を通じて)、カーター大統領は1978年9月にエジプトのアンワル・サダト大統領とイスラエルのメナヘム・ベギン首相を大統領官邸キャンプ・デービッドに招き、最終的な和平を模索した。両者はイスラエルのヨルダン川西岸からの撤退で合意できなかったが、交渉の結果、エジプトはイスラエルを正式に承認し、ヨルダン川西岸とガザに選挙で選ばれた政府が樹立された。これがキャンプ・デービッド合意につながり、イスラエルとエジプトの戦争は終結した。[206]

アフリカ

カーター大統領は1978年3月31日から4月3日まで関係改善のためナイジェリアを訪問した。[210]ナイジェリアを訪問した米国大統領はカーター大統領が初めてである。 [ 211]彼はすべての当事者が参加するローデシア和平会議の開催に関心があることを改めて表明し、米国はできる限りの行動を取っていると述べた。[212]
マーガレット・サッチャーがイギリスの首相に選出され[213]、アベル・ムゾレワがジンバブエ・ローデシアの首相に選出されたこと[214]、南アフリカが南西アフリカの独立計画を拒否したこと、そして国内の議会での反対は、カーター政権の南アフリカに対する政策に大きな打撃を与えたとみなされた。[215] 1979年5月16日、上院はローデシアに対する経済制裁の解除に賛成票を投じたが、これはローデシア人と南アフリカ人の一部から、米国と英国がこの地域で3年間追求してきた共同外交努力と、ソールズベリーの指導者とゲリラの間の妥協に対する致命的な打撃となる可能性があるとみなされた。[216] 12月3日、サイラス・ヴァンス国務長官はジェシー・ヘルムズ上院議員に対し、英国総督がソールズベリーに到着し、ランカスター・ハウス合意の履行と選挙プロセスが開始されれば、大統領はジンバブエ・ローデシアに対する制裁を解除するために速やかに行動すると約束した。[217]

カーターはニクソン政権の急進的な和解政策を引き継ぎ、中華人民共和国(PRC)とのより緊密な関係を模索した。両国はソ連に対抗するためにますます協力し、カーター政権は中国のベトナム侵攻を暗黙のうちに承認した。1978年12月、カーターは1979年1月1日から正式に中国を承認し、完全な外交関係を確立する米国の意向を発表し、台湾との相互防衛条約を破棄するなど、台湾との関係を断絶した。[218] [219] 1979年、カーターは初めて中国に正式な外交承認を与えた。この決定により、鄧小平の指導の下で経済改革を進めていた中国と米国間の貿易が急増した。[220]
ソ連のアフガニスタン侵攻後、カーター大統領は中国への軍事物資の販売を許可し、軍事情報を共有する交渉を開始した。[221] 1980年1月、カーター大統領は、1949年に中国本土の支配権を中華人民共和国に奪われたが、台湾島の支配権は保持していた中華民国(ROC)との米中相互防衛条約を一方的に破棄した。保守派共和党員はカーター大統領の条約破棄に異議を唱えたが、最高裁はゴールドウォーター対カーター裁判で、この問題は司法判断できない政治問題であるとの判決を下した。米国は1979年の台湾関係法を通じて中華民国との外交関係を維持し続けた。[222]
カーター大統領の任期中、米国は東ティモールでの人権侵害にもかかわらず、冷戦同盟国としてインドネシアを支援し続けた。人権侵害は1975年12月のインドネシアによる東ティモール侵攻と占領に続くものであった。カーター政権下ではインドネシアへの軍事援助が増加し、1978年にピークに達した。[223] [224]これは、カーターが表明した「世界の地域で潜在的な紛争を悪化させる場合は武器を販売しない」という政策に反するものであった。[225] [226]
1977年3月9日の記者会見で、カーターは、段階的に米軍を韓国から撤退させることに関心があることを再確認し、最終的には「北朝鮮からのいかなる侵入からも自国を守るために、韓国政府が所有し管理する十分な地上部隊」を韓国が持つことを望んでいると述べた。[227] 5月19日、ワシントンポスト紙は、在韓米軍参謀総長ジョン・K・シングラウブがカーターの朝鮮半島からの軍撤退を批判したと報じた。同日遅く、レックス・グラナム報道官は、カーターがシングラウブをホワイトハウスに呼び出し、ワシントンポスト紙の記事を読んだことを確認したと発表した。[228]カーターは、5月21日に両者の会談の後、シングラウブを解任した。[229] [230]
1977年5月26日の記者会見で、カーターは、紛争が発生した場合、韓国は米軍を削減することで自国を防衛できると述べた。[231] 1979年6月30日から7月1日にかけて、カーターは青瓦台で韓国の 朴正煕大統領と会談し、米韓関係や世界的な緊張緩和政策の維持に対するカーターの関心について話し合った。[232] 1978年4月21日、カーターは、韓国政府に対する補償支援パッケージに関する議会の行動不足を理由に、年末までに韓国駐留米軍を3分の2削減すると発表した。[233]
イラン

1977年11月15日、カーターは、米国とイランの現在の状態を「強固で、安定し、進歩的」と呼び、政権が米国とイランの良好な関係を継続することを約束した。[234] 1977年12月31日、カーターは、シャー統治下のイランを「安定の島」と呼び、それは「国民がシャーに捧げる称賛と愛情」によって可能になったと述べた。[235] [236]カーターは、シャーの「偉大な指導力」を称賛し、両者の「個人的な友情」について語った。[237]人気のないシャーに対するアメリカの支援は、イランの反米感情を増大させ、癌で死にかけていたシャーが1979年1月にイランを最後に去り、カーターが1979年10月22日にニューヨークのメモリアル・スローン・ケタリング癌センターへの入院を許可した後、反米感情は激化した。 [238]
1979年11月4日、イラン人学生の一団がテヘランの米国大使館を占拠した。学生たちはイマームの教えに従うイスラム教徒学生連盟に属し、イラン革命を支持していた。[239]その後444日間、52人の米国外交官と市民が人質にされた。彼らは1981年1月20日にロナルド・レーガンがカーターの後を継いで大統領に就任するとすぐに解放された。この危機の間、カーターはエリプスにある国立メノーラーの点灯式に参加するまで、100日間以上ホワイトハウスに隔離されたままだった。[240]
事件発生から1ヶ月後、カーターは「流血を引き起こしたり、人質を捕らえた不安定な犯人を刺激して攻撃させたり、処罰させたりするようないかなる軍事行動も取らずに」紛争を解決すると表明した。[241] 1980年4月7日、カーターは大統領令12205号を発令し、イランに経済制裁を課し、[242]安全な解放を確実にするために必要と思われるさらなる政府措置を発表した。[243] [244]
1980年4月24日、カーター大統領は人質解放のためイーグルクロー作戦を命じた。作戦は失敗し、アメリカ兵8名が死亡、航空機2機が破壊された。 [245] [246]この失敗により、作戦に反対していたサイラス・ヴァンス国務長官は辞任した。[247]
2017年に公開された、1980年にCIAが作成した機密解除されたメモでは、「イランの強硬派、特にホメイニ師は、人質問題を利用して11月の選挙でカーター大統領を敗北させる決意を固めていた」と結論づけられている。さらに、1980年のテヘランは、「ホメイニ師がカーター大統領の失脚と不名誉の原因であると世界に信じ込ませたい」と考えていた。[248]
ソビエト連邦

1977年2月8日、カーターはソ連に対し、米国と連携して「少なくとも長期間にわたりすべての核実験を停止する包括的核実験禁止条約」を締結するよう促し、ソ連がRSD -10パイオニアの配備を中止することに賛成していると述べた。[249] 6月13日の記者会見で、カーターは週の初めに米国は「地下や大気圏内での核兵器の実験を全面的に禁止する包括的核実験禁止条約についてソ連と緊密に協力する」と述べ、翌週からポール・ワーンケがソ連とインド洋の非武装化について交渉する予定であると述べた。[250]

1979年、ソ連は第二次イエメン戦争に介入した。ソ連による南イエメンへの支援は、イラン革命によって高まっていた緊張と相まって「小さな衝撃」となった。これはカーターのソ連に対する姿勢をより強硬なものにする役割を果たし、その転換はソ連・アフガニスタン戦争の差し迫った時期に決定づけられた。[254]

ソ連のアフガニスタン侵攻
1978年4月27日、ヌール・ムハンマド・タラキー 率いる共産党がアフガニスタンで権力を掌握した。 [256]新政権は同年12月にソ連と友好条約を締結した。[256] [257]政権による世俗教育の改善と土地の再分配が大量処刑と政治的弾圧と重なったため、タラキーは9月にライバルのハフィズッラー・アミンによって追放された。[256] [257] [258]アミンは外国の観察者から「残忍な精神異常者」とみなされ、国土の大部分を支配できなくなっていたため、ソ連は1979年12月24日にアフガニスタンに侵攻し、アミンを処刑してバブラク・カルマルを大統領に据えた。[256] [257]

1979年12月28日、カーター大統領は、CIAが「直接または第三国を通じて、ソ連のアフガニスタン介入に反対するアフガニスタン人に対し、致死的な軍事装備を移転する」こと、および「アフガニスタン国外で、直接または第三国の仲介を通じて、そのような装備の使用に関する選択的訓練を行う」ことを明示的に許可する大統領勧告に署名した。[260]彼の勧告は、CIAの任務をソ連軍に対する「嫌がらせ」と定義した。当時、スティーブ・コルの言葉を借りれば、「これはCIAが戦場で完全に勝つことを期待していた戦争ではなかった」。[262]

1977年9月21日、カーター政権下で行政管理予算局長を務めていたバート・ランスが、在任前に不適切な銀行業務を行っていたとの疑惑が浮上する中で辞任したことは、カーター政権にとって恥ずべきことであった。[274]

1980年大統領選挙

Although Mr. Carter left some details a bit vague today, his proposal seemed almost identical to the so-called Kennedy-Corman health security plan. His position on the issue is now substantially the same as that of his chief rivals, Senator Hubert H. Humphrey, Senator Henry M. Jackson and Representative Morris K. Udall. All three are co-sponsors of the Kennedy-Corman bill.

She got life imprisonment instead ... A reexamination of the evidence and trial proceedings by the original judge revealed that she was completely innocent, and she was granted a pardon.

Rosalynn Carter, who believed Prince was wrongly convicted, secured a reprieve so Prince could join them in Washington. Prince was later granted a full pardon; to this day she occasionally babysits the Carters' grandkids.
