2015年1月7日午前11時30分頃、フランスのパリで、フランスの風刺週刊誌「シャルリー・エブド」の従業員が、フランス生まれのアルジェリア系イスラム教徒の兄弟、サイード・クアシとシェリフ・クアシによる銃撃テロの標的となった。ライフル銃などの武器で武装したこの2人は、12人を殺害し、11人に負傷を負わせた。2人はアラビア半島のアルカイダのメンバーであると名乗り、同組織が犯行声明を出した。2人は銃撃後に逃走したため捜索が始まり、1月9日にGIGNによって殺害された。クアシ兄弟の襲撃に続いて、2015年1月7日から9日にかけてイル・ド・フランス各地でイスラム過激派による関連テロが数件発生した。その中には、フランス生まれのマリ人イスラム教徒が人質をとって4人(全員ユダヤ人)を殺害し、その後フランス軍特殊部隊に射殺された、ユダヤ系スーパーマーケット「ハイパーキャッチャー」占拠事件も含まれている。
フランスは銃撃事件を受けて、テロ警戒レベルを引き上げ、イル・ド・フランスとピカルディに兵士を派遣した。大規模な捜索の結果、容疑者が発見され、警察と銃撃戦となった。兄弟は1月9日にダンマルタン・アン・ゴエルの看板会社で人質をとり、銃撃しながら建物から出てきたところ射殺された。
1月11日、40人以上の世界的指導者を含む約200万人が国民結束集会のためにパリに集まり、フランス全土で370万人がデモに参加した。「私はシャルリー」というフレーズは、集会やソーシャルメディアでよく使われる支持スローガンとなった。シャルリー・エブドのスタッフは出版を続け、次の号ではフランス語のみの通常の発行部数6万部を大幅に上回る、6つの言語で795万部が発行されました。
シャルリー・エブドは、政治や宗教の指導者を風刺的に攻撃し、常に物議を醸してきた新聞だ。 2012年にはイスラムの預言者 ムハンマドの風刺画を掲載し、報復を恐れたフランスは20カ国以上の大使館や学校を一時閉鎖せざるを得なくなった。2011年11月には、表紙にムハンマドの風刺画を掲載した後、事務所が放火された。
2020年12月16日、シャルリー・エブド襲撃犯とユダヤ人系スーパーマーケット襲撃犯の共犯者14人が有罪判決を受けた。[5]しかし、共犯者のうち3人はまだ逮捕されておらず、欠席裁判にかけられた。[5]
背景
シャルリー・エブド風刺作品
シャルリー・エブド(フランス語で「週刊シャルリー」)は、漫画、レポート、論争、ジョークをフランスの風刺週刊紙です。この出版物は、不遜で激しく非順応的な調子で、強く世俗主義、反宗教、 [6]左翼的であり、地元や世界のニュースが展開するにつれて、カトリック、ユダヤ教、イスラム教、およびその他のさまざまなグループを嘲笑する記事を掲載しています。この雑誌は1969年から1981年まで発行され、1992年以降も発行されています。 [7]
シャルリー・エブドには論争を巻き起こしてきた歴史がある。2006年、フランスのヘイトスピーチ法の下でイスラム組織が、同紙がユランズ・ポステン紙のムハンマドの風刺画を再掲載したことをめぐって訴訟を起こしたが、敗訴した。[8] [9] [10] 2011年に「シャリア・ウィークリー」のフランス語で「Charia Hebdo 」と改題された号の表紙には、一部のペルシャ語の例外を除き、ほとんどのイスラム教の解釈で禁止されているムハンマドの風刺画が掲載された。[11]同紙の事務所は放火され、ウェブサイトはハッキングされた。[12] [13] 2012年、同紙はヌードの似顔絵を含むムハンマドの風刺画シリーズを掲載した。[14] [15]これは、中東の米国大使館に対する一連の暴力的な攻撃の数日後に起こった。この攻撃は反イスラム映画「イノセンス・オブ・ムスリム」への反応とされ、フランス政府はイスラム教国約20か国にある大使館、領事館、文化センター、インターナショナルスクールを閉鎖した。[16]暴動鎮圧部隊は、起こりうる攻撃から新聞社を守るために同紙の事務所を取り囲んだ。[15] [17]
漫画家ステファン・「シャルブ」・シャルボニエは2009年からシャルリー・エブドの出版部長を務めていた。[18]襲撃の2年前、彼は「イスラム教がカトリックと同じくらい平凡になるまで我々は続けなければならない」と発言した。[19] 2013年、アルカイダは彼をユランズ・ポステンのスタッフ3人、クルト・ヴェスターガード、カーステン・ジュスト、フレミング・ローズとともに最重要指名手配リストに加えた。[18] [20] [21]スポーツ射撃選手であるシャルブは、自己防衛のために銃器を携帯する許可を申請した。申請は返答されなかった。[22] [23]

世俗主義と冒涜
フランスでは、1789年から1830年にかけて共和国がカトリック教会から段階的に解放されるとともに冒涜法は廃止された。フランスでは、世俗主義(政教分離)の原則 が1905年の政教分離法に定められ、1945年に憲法の一部となった。その条項によれば、政府およびすべての行政機関とサービスは宗教に無関心でなければならず、その代表者はいかなる宗教の表示も控えなければならないが、民間人や団体は望む場所で望む方法で自らが選んだ宗教を実践し表現する自由がある(ただし、宗教に基づく差別は禁止されている)。[37]
近年、ライシテのより厳格な解釈の傾向があり、特定の公共サービスの利用者が宗教を表明することを禁止したり(例えば、学校の生徒が「露骨な」宗教的シンボルを身に着けることを禁止した2004年の法律[38])、行政や公共サービス以外でも国民が公の場で宗教を表明することを禁止したり(例えば、私立保育園の従業員が宗教的シンボルを身に着けることを禁止した2015年の法律案)する傾向がある。この制限的な解釈は、ライシテに関する当初の法律では支持されておらず、すべての主要宗教の代表者によって異議が唱えられている。[39]
作家、ユーモア作家、漫画家、個人は人々、公人、宗教を風刺する権利を有しており、この権利は名誉毀損法とバランスが取れている。これらの権利と法的メカニズムは、当時フランスの強大なカトリック教会を含む地方の権力から言論の自由を保護するために設計された。[40]
ムハンマドの像はコーラン自体では明示的に禁止されていないが、著名なイスラムの見解は長い間、人間の像、特に預言者の像に反対してきた。そのような見解は過激なイスラムグループの間で広まっている。[41] [42] [43]したがって、一部のイスラム教徒は、イスラム教、宗教的代表者、そしてとりわけイスラムの預言者に対する風刺はイスラム教では死刑に値する冒涜行為であると考えている。[44]この感情は、物議を醸したオランダの映画監督テオ・ファン・ゴッホの殺害で最も有名に実現された。 BBCによると、フランスでは「移民家族の若い、しばしば不満を抱いている子供や孫の一部が、宗教的寛容と言論の自由の伝統を含む西洋のリベラルなライフスタイルに従わないことを望んでいることが明らかになっている」という。[45]
攻撃
シャルリー・エブド本部
2015年1月7日水曜日の朝、シャルリー・エブドのスタッフはパリ11区のニコラ・アペール通り10番地に集まり、10時半頃から毎週の編集会議が開かれた。同誌は、2011年にムハンマドを風刺した内容が原因で以前の事務所が放火された後、この住所の無名のオフィスに移転していた。[46]
午前11時頃 、武装したフードをかぶった2人の男が、ニコラ・アペール通り6番地の間違った住所に押し入り、「ここはシャルリー・エブドか?」と叫び、人々を脅迫した。間違いに気づき、ガラスのドアに銃弾を発射した後、2人の男はニコラ・アペール通り10番地へ向かった。[ 47]そこで、彼らは漫画家のコリンヌ・「ココ」・レイと彼女の幼い娘に遭遇し、銃を突きつけて電子ドアにパスコードを入力するよう強要した。[48]
男たちはロビーに入ると銃弾を浴びせた。最初の犠牲者は受付に座っていた整備工のフレデリック・ボワソーだった。[ 49]銃撃犯たちはレイを銃で突きつけ、2階のオフィスに連れて行った。そこでは15人のスタッフが編集会議を行っていた。[50] シャルリー・エブドにとって今年最初の記者会見だった。記者のローラン・レジェは、ロビーから聞こえた爆竹の音だと思った銃声で会議が中断されたと語り、「まだ冗談だと思っていた。雰囲気は楽しそうだった」と回想している。[51]
銃撃犯たちは会議室に突入した。銃撃は5分から10分続いた。銃撃犯たちはジャーナリストたちの頭を狙い、彼らを殺害した。[52] [53]銃撃の間、レイは机の下に隠れて無傷で生き延び、そこからウォリンスキーとカブの殺害を目撃した。[54]レジェも銃撃犯たちが入ってきたときに机の下に隠れて生き延びた。[55]殺害された12人のうち10人は2階のセキュリティドアの先で撃たれた。[56]
チュニジア系ユダヤ人の血を引くフランス人コラムニストで精神分析医のエルサ・カヤットが殺害された。 [57]当時その場にいたもう一人の女性コラムニストで犯罪記者のシゴレーヌ・ヴァンソンは生き残った。銃撃犯の一人が彼女を狙ったが、彼女を助け、「あなたが女性だから殺すのではない」と言い、イスラム教に改宗し、コーランを読み、ベールをかぶるように言った。彼女によると、男は「アッラーは偉大なり!アッラーは偉大なり!」と叫びながら立ち去ったという。[58] [59] [60]他の目撃者によると、銃撃犯はイエメンのアルカイダのメンバーであると名乗ったという。[61]
逃げる
インターネット上には、銃撃戦の後に負傷して歩道に横たわっている2人の銃撃犯と警察官アハメド・メラベの姿が映っている、真正なビデオが流出した。この事件は、主な犯行現場から180メートル(590フィート)東の、リチャード・ルノワール通りとムフル通りの角付近で起きた。銃撃犯の1人が警察官に向かって走り、「我々を殺したかったのか?」と叫んだ。警察官は「いいえ、大丈夫です、ボス」と答え、銃撃犯に向かって手を上げ、銃撃犯は至近距離から警察官の頭部を致命傷となる銃弾で撃ち殺した。[62]
スカイニュースのサム・カイリー記者は、このビデオから、2人の銃撃犯は「戦闘経験のある」おそらく「軍のプロ」であると結論付け、銃撃犯は「相互支援」などの歩兵戦術を実践し、警察官に狙いを定めて一発ずつ発砲していたと述べた。また、彼らは軍隊のジェスチャーをしており、「武器に精通している」ため、「慎重に狙いを定めて、密集して発砲した」と述べた。[63]
銃撃犯たちは「我々は預言者ムハンマドの復讐を果たした。シャルリー・エブドを殺した!」と叫びながら現場から立ち去った。 [64] [65] [60]彼らは逃走車で逃走し、ポルト・ド・パンタンまで運転して別の車をハイジャックし、運転手を車から降ろした。彼らは逃走中に歩行者をはね、駆けつけた警察官に発砲した。[66]

動機
シャルリー・エブドは、ムハンマドを描いた物議を醸す記事で世界的に大きな注目を集めていた。イスラムの指導者やムハンマドを揶揄するシャルリー・エブドの漫画に対する憎悪が、虐殺の主たる動機だと考えられている。元CIA副長官のマイケル・モレルは、襲撃者の動機は「預言者ムハンマドを風刺するメディア組織を閉鎖しようとしたことは明らかだ」と示唆した。[71]
2013年3月、アラビア半島のアルカイダ(AQAP)として知られるイエメンのアルカイダ支部は、英字雑誌「インスパイア」で暗殺者リストを発表した。リストには、シャルリー・エブドの編集長で通称シャルブとして知られるステファン・シャルボニエや、イスラム教を侮辱したとAQAPが非難した他の人々が含まれていた。[72] [73] 1月9日、AQAPは、シャリーア法の最高指導者ハリス・ビン・ガジ・アル・ナダリの演説で犯行声明を出し、動機は「ムハンマドの名誉に対する復讐」だと述べた。[74]

警察はすぐにサイード・クアシ兄弟(フランス語: [sa.id kwaʃi] ; 1980年9月7日 - 2015年1月9日)とシェリフ・クアシ兄弟(フランス語:[ʃeʁif] ; 1982年11月29日 - 2015年1月9日)を主な容疑者として特定した。[c]アルジェリア移民の両親のもとパリで生まれたフランス国籍のこの兄弟は、母親が自殺したとみられる事件で幼い頃に孤児となり、レンヌの養護施設に預けられた。[94] 2年後、彼らは1994年に弟と姉とともにコレーズ県の孤児院に移された。 [98] [99]兄弟は2000年頃にパリに移住した。[100]
シェリフはアブ・イッセンとしても知られ、パリのビュット・ショーモン公園に集まって軍隊式の訓練を行う非公式のギャングの一員で、2003年の侵攻後にはジハード主義者志望者をイラクのアルカイダのために戦うよう送り込んでいた。[101] [102]シェリフは2005年1月、22歳で逮捕された。当時、シリアはイラクで米軍と戦うことを望むジハード主義者にとっての入り口となっていた。 [103]彼はフルーリー・メロジ刑務所に行き、そこでアメディ・クリバリと出会った。[104]彼らは刑務所で、パリの米国大使館爆破計画に関与したとして2001年に懲役10年の刑を宣告されていたジャメル・ベガルという指導者を見つけた。[103]ベガルはかつてロンドンのフィンズベリーパークモスクの常連の信者であり、過激な説教師アブ・ハムザ・アル・マスリ[105]とアブ・カターダの弟子でもあった。
刑務所を出た後、シェリフ・クアシは結婚し、パリ郊外の魚市場に就職した。彼はパリ19区のアダワ・モスクの過激なイスラム教説教師ファリド・ベニェトゥの弟子になった。クアシはフランスでユダヤ人を標的に攻撃したいと考えていたが、ベニェトゥはフランスはイラクとは異なり「ジハードの地」ではないと彼に告げた。[106]
2008年3月28日、シェリフはイラクの過激派イスラム主義者アブ・ムサブ・アル・ザルカウィのグループに戦闘員を募集した罪でテロ罪で有罪判決を受け、懲役3年、執行猶予18ヶ月を宣告された。 [94]彼は、バグダッド中央刑務所のアブグレイブで米軍が囚人を拷問したことに対する憤りが、イラクの反乱軍を支援するきっかけになったと語った。[107] [108]
フランスの司法文書によると、アメディ・クリバリとシェリフ・クアシは2010年に妻とともにフランス中部へ行き、ジャメル・ベガルを訪ねた。2010年の警察の取り調べで、クリバリはシェリフを刑務所で知り合った友人だと特定し、頻繁に会っていたと語った。[109] 2010年、クアシ兄弟は別のイスラム教徒、スマイン・アイト・アリ・ベルカセムとともに刑務所からの脱獄を計画した容疑で指名された。ベルカセムは1995年にパリのメトロとRERで爆弾テロを起こし8人が死亡した事件の犯人の1人だった。[103] [110]証拠不十分のため、2人は起訴されなかった。
2009年から2010年にかけて、サイード・クアチは学生ビザでイエメンを訪れ、サナア・アラビア語研究所で学んだ。サイードにインタビューしたイエメン人記者によると、そこで彼は、2009年後半にノースウエスト航空253便爆破未遂事件を起こしたウマル・ファルーク・アブドゥルムタラブと出会い、友人になったという。また、この記者によると、2人は「1、2週間」アパートをシェアしていたという。[111]

襲撃後:マンハント(1月8日と9日)
襲撃直後から大規模な捜索が始まった。容疑者の一人は逃走用の放置された車の中に身分証明書を残していた。 [118] [119]警察官はイル・ド・フランス地方、ストラスブール、ランスのアパートを捜索した。[120] [121]
警察は主犯2人の捜索中に数人を拘束した。3人目の容疑者は指名手配されていると聞いて自発的に警察署に出頭したが、起訴されなかった。警察は襲撃者らを「武装しており危険」と表現した。フランスはテロ警戒を最高レベルに引き上げ、イル・ド・フランス地方とピカルディ地方に兵士を配備した。
襲撃の翌日の1月8日午前10時30分(中央ヨーロッパ時間)、パリ北東部のエーヌ県で主犯2人が発見された。国家憲兵介入部隊(GIGN)や国家警察介入部隊(FIPN)などの武装治安部隊が容疑者捜索のため警察署に派遣された。[122]
その日遅く、警察の捜索はピカルディ、特にヴィレ・コトレとロンポン村周辺に集中した。容疑者はヴィレ・コトレ近郊のガソリンスタンドを強盗し、[123]その後、ロンポン近郊の森に隠れる前に車を乗り捨てたと伝えられている。[124]捜索はフランス最大の森の一つであるレッツの森(130 km 2)周辺まで続いた。[125]
捜索は続き、1月9日の早朝に逃亡中の容疑者2人が発見された。クアシ兄弟はクレピ=アン=ヴァロワの町の近くでプジョー206をハイジャックした。彼らはN2幹線道路を南に約27キロ(17マイル)にわたって警察車両に追跡された。ある時点で彼らは車両を放棄し、パリの北東35キロ(22マイル)のダンマルタン=アン=ゴエルの町の近くで追跡中の警察と兄弟の間で銃撃戦が起こった。数発の爆発も起こり、サイード・クアシは首に軽い傷を負った。他にも数人が負傷した可能性があるが、銃撃戦で死亡した者はいなかった。容疑者は逮捕されず、徒歩で逃走した。[126]

2015年1月9日午前9時30分頃、クアシ兄弟はダンマルタン=アン=ゴエルの工業団地にある看板制作会社、クリエーション・テンダンス・デクヴェルトの事務所に逃げ込んだ。建物の中にはオーナーのミシェル・カタラーノと男性従業員で26歳のグラフィックデザイナー、リリアン・ルペールがいた。カタラーノはルペールに建物の中に隠れるように言い、一人で事務所に残った。[127]その後間もなく、ディディエという名のセールスマンが印刷工場に用事で行った。カタラーノはシェリフ・クアシと一緒に出てきたが、彼は警察官だと自己紹介した。2人は握手を交わし、クアシはディディエに「出て行け。いずれにせよ我々は民間人を殺すことはない」と言った。この言葉からディディエはクアシがテロリストだと推測し、警察に通報した。[128]

疑わしいシャルリー・エブド攻撃ドライバー

2020年の裁判
2020年9月2日、パリで14人が裁判にかけられ、シャルリー・エブド襲撃事件とユダヤ系スーパーマーケット「ハイパーキャッチャー」占拠事件の両方を実行した者たちに後方支援を提供し、武器を調達した罪に問われた。裁判にかけられた14人のうち、モハメド・ベルフーシンとメディ・ベルフーシン、アメディ・クリバリの恋人ハヤト・ブメディエンは、襲撃事件が起こる数日前にイラクかシリアへ逃亡しており、欠席裁判にかけられた。 [146] [147]裁判開始を見越して、シャルリー・エブドは「Tout ça pour ça」(「すべてはこのためだ」)というキャプションを付けてムハンマドの風刺画を再掲載した。[148]

銃撃事件の翌週に、フランスでは54件の反イスラム事件が報告された。この中には、銃撃事件21件、モスクやその他のイスラム教施設への手榴弾投げ、即席爆発装置による攻撃[157]、脅迫や侮辱事件33件[d]が含まれていた。当局はこれらの行為を右翼テロと分類した[157]。

2015年2月14日、デンマークのコペンハーゲンで、1月に起きたフランスの風刺新聞シャルリー・エブド襲撃事件の犠牲者を追悼するため、「芸術、冒涜、表現の自由」と題する公開イベントが開催された。その日と翌日、コペンハーゲンで銃撃事件が相次ぎ、2人が死亡、警察官5人が負傷した。容疑者のオマル・アブデル・ハミド・エル・フセイン容疑者は、最近釈放された過激派囚人で、2月15日に警察に射殺された。
アメリカ合衆国
2015年5月3日、2人の男がテキサス州ガーランドのカーティス・カルウェル・センターへの襲撃を試みた。センターではムハンマドを描いた漫画の展示会が開催されていた。このイベントはシャルリー・エブド襲撃への報復として発表され、アメリカ自由防衛イニシアチブ(AFDI)という団体が主催した。[168] 2人の銃撃犯は警察に射殺された。
安全
襲撃後、フランスは緊急テロ警報である「ヴィジピレート」を史上最高レベルに引き上げ、パリの公共交通機関、メディア事務所、礼拝所、エッフェル塔に兵士を配備した。[169]英国外務省は自国民にパリへの渡航を警告した。ニューヨーク市警察は、フランス国内での襲撃の増加と過激派コミュニティにおける米国への憎悪の高まりから、攻撃の可能性があるとみなされたニューヨーク・フランス総領事館とリセ・フランセ・ド・ニューヨークに追加の警備措置を命じた。[ 53 ] 2005年にムハンマドの風刺画をめぐる論争の中心となったデンマークでは、すべてのメディアの警備が強化された。[170]
銃撃事件の数時間後、スペインのホルヘ・フェルナンデス・ディアス内務大臣は、 スペインの対テロ警戒レベルが引き上げられ、攻撃に関する情報をフランスと共有していると述べた。スペインは鉄道駅などの公共の場での警備を強化し、国内の都市全体で路上での警察の存在を強化した。[171]
英国運輸警察は1月8日、容疑者がユーロスターの駅に向かって北上しているとの報告を受け、ロンドンのセント・パンクラス国際鉄道駅とその周辺に新たな武装パトロールを展開することを確認した。警察は、追加パトロールは国民の安心と視認性維持のためであり、容疑者がセント・パンクラスに向かっているという確かな報告はまだないことを確認した。[172]

デモ
1月7日
襲撃当日の夜、パリの共和国広場[174]をはじめ、トゥールーズ、[175]、 ニース、リヨン、マルセイユ、レンヌなど他の都市でも襲撃に反対するデモが行われた。
「Je suis Charlie」 (フランス語で「私はシャルリー」)というフレーズは、テロ攻撃に対する連帯を示す世界共通のシンボルとなった。[176]多くのデモ参加者は、このスローガンを使って同誌への連帯を表明した。このスローガンは、印刷されたプラカードや手作りのプラカードに表示され、集会では携帯電話に表示され、多くのウェブサイト、特にル・モンドなどのメディアサイトにも表示された。ハッシュタグ「#jesuischarlie」は、テロ攻撃後、世界中のツイッターハッシュタグのトップに急速にランクインした。[177]

同様のデモやろうそく集会はフランス国外にも広がり、アムステルダム[ 181] 、ブリュッセル、バルセロナ[182] 、リュブリャナ[183 ]、ベルリン、コペンハーゲン、ロンドン、ワシントンDCなどにも広がった[184]。ロンドンのトラファルガー広場には約2,000人のデモ参加者が集まり、フランス国歌ラ・マルセイエーズを歌った[185] [186]。ブリュッセルではこれまでに2回の集会が開催されており、1回は市内のフランス領事館前で、2回目はリュクサンブール広場で行われた。 1月8日には市内の多くの旗が半旗になっていた。 [187]ルクセンブルクでは、コンスティテューション広場でデモが行われた[188] 。

「テロ擁護者」の逮捕

ベルギーでの計画的攻撃

攻撃を非難

攻撃を支援する
サウジアラビア系オーストラリア人のイスラム教説教師ジュナイド・ソーンは「『言論の自由』を無制限に享受したいなら、他者が『行動の自由』を行使することを期待しなさい」と述べた。[282]過激な英国人イスラム主義者 アニーム・チョーダリーはUSAトゥデイ紙に社説を書き、イスラムの預言者を侮辱する者は死刑に処されるべきであり、さらなる暴力を防ぐためにムハンマドは保護されるべきだというムハンマドの言葉の正当性を主張した。[283] ヒズブ・タハリール・オーストラリア[284]は「その結果、圧力がレッドラインを超えないようにすることがすべてのケースで必要であると想定され、そうなると最終的には取り返しのつかない問題につながる」と述べた。[285] インドのウッタル・プラデーシュ州の元大臣でイスラム教徒の国会議員でもあるバフジャン・サマージ党のヤクブ・クレイシ党首は、シャルリー・エブド銃撃事件の犯人に5億1000万ルピー(800万米ドル)の懸賞金を申し出た。[i] 1月14日、約1500人のフィリピン人イスラム教徒が、イスラム教徒が多数を占めるマラウィで攻撃を支持する集会を開いた。 [290]
この虐殺は、アラビア半島のアルカイダ[73]、アフガニスタンのタリバン[291] [292]、アルシャバブ[293]、ボコ・ハラム[ 294]、イラク・レバントのイスラム国[295] [296]など、様々な過激派やテロリスト集団から賞賛された。
トルコのイスラム主義系新聞2紙は、ソーシャルメディアで攻撃を正当化するとして批判された見出しを掲載した。イェニ・アキト紙は「イスラム教徒を刺激した雑誌への攻撃」と題する記事を掲載し、トルコ紙は「預言者を侮辱した雑誌への攻撃」と題する記事を掲載した。[297]ロイター通信は、アフガニスタン南部で銃撃事件を支持する集会が開かれたと報じた。デモ参加者は、不敬な漫画に対する罰を与えた銃撃犯を「英雄」と呼んだ。デモ参加者はまた、アフガニスタンのアシュラフ・ガニ大統領が銃撃事件を速やかに非難したことにも抗議した。 [298] パキスタンのペシャワルでは、約40~60人[ 299]が殺人犯を称えるために集まり、地元の聖職者が殺人犯の葬儀を執り行い、彼らを「イスラムの英雄」と称えた。[300] [301]
学校

公人
チェチェン共和国の首長ラムザン・カディロフは「たとえ命を失うことになっても、我々は誰にも預言者を侮辱することを許さない」と述べた。[309]
アルカイダの暗殺リストに載り[18] [73]、小説『悪魔の詩』をめぐって殺害予告を受けたサルマン・ラシュディは、「私はシャルリー・エブドを支持します。私たち全員がそうしなければならないように、風刺芸術を守るために。風刺芸術は常に自由の力であり、暴政、不正、愚かさに反対する力でした...宗教的全体主義はイスラム教の中心に致命的な変異を引き起こし、私たちは今日パリでその悲劇的な結果を目にしています。」と述べた[310]。
スウェーデンの芸術家ラース・ヴィルクスは、ムハンマドの風刺画を出版したことでアルカイダの暗殺リストに載っている[73]が、この攻撃を非難し、テロリストは「望みを叶えた。彼らは人々を怖がらせた。人々は以前から怖がっていたが、今回の攻撃で恐怖はさらに大きくなるだろう」[311]、そして「この攻撃は私たちが今日生きている世界を露呈している」[ 312]と述べた。

German politician Sahra Wagenknecht, the deputy leader of the party Die Linke in the German Parliament, has compared the US drone attacks in Afghanistan, Pakistan or Yemen with the terrorist attacks in Paris. ″If a drone controlled by the West extinguishes an innocent Arab or Afghan family, which is just a despicable crime as the attacks in Paris, and it should fill us with the same sadness and the same horror". We should not operate a double standard. Through the drone attacks had been "murdered thousands of innocent people", in the concerned countries, this created helplessness, rage and hatred: "Thereby we prepare the ground for the terror, we officially want to fight." The politician stressed that this war is also waged from German ground. Regarding the Afghanistan war with German participation for years, she said: "Even the Bundeswehr is responsible for the deaths of innocent people in Afghanistan." As the most important consequence of the terrorist attacks in Paris, Wagenknecht demanded the end of all military operations of the West in the Middle East.[315][316]
Cartoonist-journalist Joe Sacco expressed grief for the victims in a comic strip, and wrote
but ... tweaking the noses of Muslims ... has never struck me as anything other than a vapid way to use the pen ... I affirm our right to "take the piss" ... but we can try to think why the world is the way it is ... and [retaliating with violence against Muslims] is going to be far easier than sorting out how we fit in each other's world.[317]
Japanese film director Hayao Miyazaki criticized the magazine's decision to publish the content cited as the trigger for the incident. He said, "I think it's a mistake to caricaturize the figures venerated by another culture. You shouldn't do it." He asserted, "Instead of doing something like that, you should first make caricatures of your own country's politicians." Charlie Hebdo had already published numerous caricatures of European public officials in the years prior to the attack.[318][319]
Political scientist Norman Finkelstein criticized the Western response to the shooting, comparing Charlie Hebdo to Julius Streicher, saying "So two despairing and desperate young men act out their despair and desperation against this political pornography no different than [sic] Der Stürmer, who in the midst of all of this death and destruction decide it's somehow noble to degrade, demean, humiliate and insult the people. I'm sorry, maybe it is very politically incorrect. I have no sympathy for [the staff of Charlie Hebdo]. Should they have been killed? Of course not. But of course, Streicher shouldn't have been hung [sic]. I don't hear that from many people."[320]
Social media
French Minister of the Interior Bernard Cazeneuve declared that by the morning of 9 January 2015, a total of 3,721 messages "condoning the attacks" had already been documented through the French government Pharos system.[321][322]
In an open letter titled "To the Youth in Europe and North America", Iran's Supreme Leader Ayatollah Ali Khamenei urged young people in Europe and North America not to judge Islam by the attacks, but to seek their own understanding of the religion.[323] Holly Dagres of Al-Monitor wrote that Khamenei's followers "actively spammed Facebook, Instagram, Twitter, Google+ and even Tumblr with links" to the letter with the aim of garnering the attention of people in the West.[324]
On social media, the hashtag "#JeSuisAhmed" trended, a tribute to the Muslim policeman Ahmed Merabet, along with the quote "I am not Charlie, I am Ahmed the dead cop. Charlie ridiculed my faith and culture and I died defending his right to do so."[325][326][327] The Economist compared this to a quote commonly misattributed to Voltaire, "I disapprove of what you say, but I will defend to the death your right to say it".[328]
