第118回アメリカ合衆国議会は、アメリカ合衆国上院とアメリカ合衆国下院で構成されるアメリカ合衆国連邦政府の立法府の現在の会議である。2023年1月3日にワシントンD.C.で招集され、ジョー・バイデン大統領の任期3年目と4年目にあたる2025年1月3日に終了する。
2022年の中間選挙では、共和党が222対213で下院の過半数を獲得し、第115回議会以来初めて過半数を獲得した。一方、民主党は既に実効支配していた上院で1議席を獲得し、51対49の過半数（民主党議員48名と無所属議員3名の議員団）を獲得した。[b]共和党が下院で勝利したことで、第118回議会では、第117回議会で民主党が保持していた連邦政府の三権分立が終わった。[1]
この議会には、女性初の上院議長代行（パティ・マレー）、議会史上初の黒人党首（アキーム・ジェフリーズ）、最長在任期間を誇る上院党首（ミッチ・マコーネル、ディック・ダービン）も登場する。[c]ジョー・マンチンが民主党を離脱して無所属となり、憲法修正第17条が批准されて以来、上院は単一議会で最多の無所属議員を抱えることになった。 [2]
第118回議会は、政治的機能不全を示唆する最も顕著な出来事を伴う、他に例を見ないほど無力な議会として特徴づけられている。[3]共和党が多数派を占める下院では特に、共和党会議の多数派が議員間の内部紛争によってしばしば弱められ、激しい膠着状態が続いた。 [4]その結果、会期初年度の法案可決数はリチャード・ニクソン政権以来、おそらく史上最低となった。[5]この結果、通常は多数派に留保されている権限を少数派が行使できるようにする重要な法案を可決するために、立法連合が必要となった。混乱した会期は多くのベテラン議員の士気を低下させ、会期終了前に数十人の委員長のうち5人が辞任を表明したが、そのうち3人は共和党が2025年に多数派を維持した場合、その職に復帰する資格があった。[6] 2024年後半には2件の完全解任請願が提出されたが、どちらも共和党が主導し、民主党が多数派の支持を得て、指導部に反抗し党の規律を欠く傾向を示している。[7]このような策略が最後に成功したのは、2015年に輸出入銀行を支援するためであった。
議会は下院議長の複数投票選挙から始まったが、これは1923年の第68回議会以来行われていなかった。ケビン・マッカーシーが最終的に15回目の投票で議長に選出された。債務上限危機と政府閉鎖の脅威から抜け出すために超党派の投票に頼った後、マッカーシーは2023年10月3日の議会会期中にその役職から解任された最初の議長となった。[8]さまざまな議員による3回の失敗の後、10月25日にマイク・ジョンソンが議長に選出された。ジョンソンは、閉鎖を回避するために11月から3月にかけてさらに4つの超党派継続決議を進める予定だった。[9] [10]議会は2024年3月23日に2つの別々のミニバスパッケージを通じて2024年の米国連邦予算を確定した。 [11]物議を醸した対外援助投票の後、ジョンソンを議長から解任する動議は超党派の投票で否決された。[12]
