2019年4月15日、中央ヨーロッパ夏時間(CEST)18時20分直前 、フランスのパリにある中世カトリック大聖堂、ノートルダム大聖堂の屋上で建物火災が発生した。火が消し止められたとき、大聖堂の木造尖塔(フレッシュ)は崩壊し、木造屋根の大部分が破壊され、大聖堂の上部の壁はひどく損傷していた。石造りのアーチ型天井が崩壊した際に燃える屋根をほぼ封じ込めていたため、内部への大きな被害は防がれた。多くの美術品や宗教的遺物は安全な場所に移されたが、他のものは煙による被害を受け、外部の美術品の一部は損傷または破壊された。大聖堂の祭壇、2つのパイプオルガン、3つの13世紀のバラ窓はほとんどまたは全く被害を受けなかった。救急隊員3人が負傷した。火災により、現場とパリの近隣地域が有毒な粉塵と鉛で汚染された。[5]ノートルダム大聖堂は2019年にクリスマスミサを行わなかったが、これは1803年以来初めてのことである。 [6] 2020年の調査官らは、火災は「タバコか電気系統のショートによって発生した」と考えた。[7]

背景
パリのノートルダム大聖堂(「パリの聖母」)は、ユネスコ世界遺産「パリ、セーヌ川のほとり」の一部であり、[11] 12世紀に建設が開始されました。壁と内部のアーチ型天井は石造りで、屋根と尖塔は木造(その多くは13世紀のオーク材)で、[12] [13]水が浸入しないように鉛で覆われています[14]。尖塔は数回再建され、最近では19世紀に再建されました。[15] [16]
大聖堂の石造物は長年の天候と汚染によりひどく侵食されており[17]、尖塔は鉛の被覆の亀裂から水が浸入したため、広範囲に腐食していた。[18]屋根の木材は経年劣化により乾燥し、スポンジ状で粉っぽい状態になっていた。[19] 2014年、文化省は必要な改修費用を1億5000 万ユーロと見積もり、2016年にはパリ大司教区が今後5年から10年で1億ユーロを集めるための募金活動を開始した 。火災当時、尖塔は修復中であり[17] [20] [21] 、翼廊の上に足場が組まれていた。[22] [23]
大聖堂の火災の危険性については、十分な注意が払われていた。パリ消防隊は、 2018年の現地訓練を含め、緊急事態に備えて定期的に訓練を行っていた。また、消防士が毎日大聖堂に派遣され、消防監視員が屋根の下の状況を1日3回点検していた。[24]

火

18時18分、大聖堂の屋根裏で火災が発生した。[25] 18時20分、火災警報が鳴り、警備員は大聖堂から避難した。[26]警備員が調査に派遣されたが、間違った場所、つまり隣接する聖具室の屋根裏に派遣され、そこでは火は見つからなかった。約15分後に誤りが発覚したが、警備員が大聖堂の屋根裏までの300段の階段を登りきったときには、火はかなり進んでいた。[25]警報システムは消防隊に自動的に通報するようには設計されておらず、警備員が戻った後の18時51分に消防隊が呼び出された。[27]消防士は10分以内に現場に到着した。[28]
警察は、大聖堂があるセーヌ川の島、シテ島から避難した。 [29] [30] [31]屋根から白い煙が上がるのが見られ、[29]尖塔から炎が出る前に黒くなり、その後黄色に変わった。[29] [32]
消防

400人以上の消防士が動員され[33] 、さらに100人の政府職員[要説明]が人間の鎖[24]を介して貴重品を安全な場所に移動させた。警察と自治体の職員も含まれていた[34] 。
消火活動は主に建物内部から行われたが、これは人員にとっては危険であったが、大聖堂への被害は軽減された。外部から水を噴射すると、炎と高温ガス(最高800 ℃または1500 ℉)が内部に逸れてしまう危険があった。[19]大聖堂とその内容物への被害を最小限に抑えるため、通常よりも低い圧力で 消火砲[33] [35] [36]が使用され、[37]水はセーヌ川からポンプ船で供給された。[24]

空中消火は、高所から落下した水が構造物の損傷を引き起こす可能性があり、加熱された石が急激に冷えると割れる可能性があるため使用されなかった。[38] [39]危険な上昇気流のためヘリコプターは使用されなかったが、[ 33]視覚および熱画像撮影にはドローンが使用され、視覚画像撮影と水流の誘導にはロボットが使用された。[24] [40]屋根から落下する溶融鉛は消防士にとって特別な危険をもたらした。[29]
18時52分までに煙が外から見え、消防隊が到着するまでに10分以内に炎が上がった。19時50分に大聖堂の尖塔が崩壊し、隙間風がすべての扉を閉め、屋根裏部屋に火の玉が飛び散った。その後、消防隊は屋根裏部屋から退避し、地上からの消火活動に集中した。[25]
尖塔が倒れる少し前に、火は北塔内部の木製の骨組みに燃え移り、8つの非常に大きな鐘を支えていた。鐘が倒れていたら、落下時の損傷で北塔、続いて南塔が崩壊し、大聖堂全体が崩壊していた可能性があると考えられた。20:30、消防士たちは屋根の消火を断念し、塔の救助に集中した。倒壊に巻き込まれる危険があったにもかかわらず、消防隊が北塔の火を消そうと志願し、塔の内側と塔の間から消火活動を行った。第4区のアリエル・ウェイル市長は「その時点で、何人かの消防士が大聖堂に侵入しようとしていたことは明らかだったが、戻れるかどうかは不明だった」と述べた。21:45までに火は鎮火した。[25]

大聖堂の木造/金属製の屋根と尖塔の大部分が破壊され、屋根の約3分の1が残った。[29]屋根と尖塔の残骸は、大聖堂内部の天井を形成する石造りの天井の上に落ちた。[42] [43]この天井の一部も次々と崩壊し、[42]燃える屋根の残骸が下の大理石の床に落ちたが、[26]リブ天井の使用によりほとんどの部分が無傷のまま残り、大聖堂の内部と内部の物品への被害は大幅に軽減された。[44]
大聖堂には、多数の芸術品、宗教的遺物、その他のかけがえのない宝物が収蔵されており、[45]その中には、イエスが磔刑の際にかぶっていたとされる茨の冠、イエスが磔刑にされた十字架の一部とされるもの、聖ルイのチュニック、[46] [47]アリスティド・カヴァイエ=コルによる大幅に再建されたパイプオルガン、14世紀のパリの聖母像などが含まれていた。[45]
改修工事に備えて一部の美術品が撤去され、大聖堂の聖遺物のほとんどは隣接する聖具室に保管されていたが、そこは火の手が届かず、大聖堂の聖遺物はすべて難を逃れた。[41] [48] [49]一部の内容物は、緊急作業員と公務員の人力で移動された。[34]撤去されなかった貴重品の多くも難を逃れたが、2019年4月16日現在、その他多くの所在は不明のままである。[12] [更新が必要]

環境破壊
大気質監視団体エアパリフは、風が煙を急速に拡散させ、セーヌ川沿いに上空に運び去ったと述べた。近くの監視所では粒子状大気汚染の高レベルは確認されなかった。 [59] [60]パリ警察は、火災現場周辺の空気を吸っても危険はないと述べた。[61] [更新が必要]
焼け落ちた屋根には400トン以上の鉛が付着していた。[5] [62]堆積した塵埃により、近くのいくつかの場所、特に封鎖された区域と火災中に開放されていた場所では表面の鉛濃度が大幅に上昇した。[63]周辺地域では、表面の湿式洗浄[65]と子供および妊婦の血液検査が推奨された。[66]火災後に大聖堂で作業していた人々は、当初、必要な鉛対策を講じていなかった。現場から出た資材は除染されたが、一部の衣類は除染されておらず、いくつかの予防措置が正しく守られていなかった。その結果、作業現場はいくつかの検査に合格せず、一時的に閉鎖された。[5] [67]また、汚染はより広範囲に及んだ。検査、清掃、公衆衛生勧告は数か月遅れ、近隣地域は4か月間除染されず、幅広い批判を招いた。[5]
パリの路上の鉛の平均レベルは、歴史的に鉛が使用されてきたため、通常、屋内の法定制限(1平方メートルあたり1,000マイクログラム(0.0014グラム/平方フィート))の5倍である。 [68]主に無傷の屋根からの流出によるものである。 [69]保健省は、子供が屋内で70マイクログラム/平方メートルを超える鉛にさらされるべきではないと規定している。屋外の鉛レベルには法定制限がなく、非常に不均一であることが多い。イル・ド・フランス地域保健機関(ARS)は、測定された高レベルの一部が火災に関連しているかどうか確信が持てない。[70]この明確性の欠如と閾値に関連した強制措置が対策を遅らせた可能性がある。7月中旬、地域の保健当局は屋外ガイドラインを1平方メートルあたり1,000マイクログラムから5,000マイクログラムに引き上げた。 [5]雨が鉛の粉塵を再拡散させる可能性がある。[71] 2019年7月に採取された蜂蜜のサンプルでは、ノートルダム大聖堂の風下で鉛の濃度が高いことが明らかになり、鉛同位体分析により鉛は火災に由来するものであり、他の潜在的な汚染源ではないことが判明した。[72] [73] [74]
反応

マクロン大統領は、その夜に予定されていた黄色いベスト運動に関する演説を延期し、 [75]ノートルダム大聖堂に行き、そこで短い演説を行った。[76]主要な宗教指導者[a]や多くの国と国際機関の代表者[b]が哀悼の意を表した。
火災のあった夜から翌日にかけて、人々はセーヌ川沿いに集まり、徹夜の祈りを捧げ、歌い、祈りを捧げた。[109] [110] [111]一部の評論家は、この火災に神の審判や西洋文明の衰退と関連づけて、より深い意味を見出している。[112]
翌日曜日、サン・トゥスタッシュ教会で、パリ大司教ミシェル・オープティは、火災から救出された聖書を消防士たちに贈呈し、その功績を称えた。[113]
調査
4月16日、パリ検察官は故意の行為の証拠はないと述べた。[24]
この火災は、1992年のウィンザー城火災やアップパーク火災などと比較されており[114]、同様の建造物の安全性や修復に使用された技術について古くから疑問が投げかけられている。[114]改修工事は火災の危険性を高めるため、警察筋は、そのような工事が今回の事故の原因となったかどうかを調査していると報告している。[19] [115]
改修工事では、火花、ショート、溶接の熱による火災の危険があります(屋根の修理には、木材の上に置かれた鉛板の切断とハンダ付けが含まれていました[19] )。通常、火災の危険性が非常に高いため、屋根裏に電気を持ち込むことは許可されていません。 [24]屋根の骨組みは非常に乾燥した木材で作られており、経年劣化で粉状になっていることが多かったです。 [19]火災後、大聖堂の防火責任者である建築家は、火災の拡大速度が過小評価されていたことを認め、専門家は屋根の火災を制御することはほぼ不可能であることはよく知られていると述べました。[27]

修復作業に携わった企業のうち、[116]火災当日に作業していたのはヨーロッパ・エシャファダージュのチームのみだった。同社によれば、火災前にはんだ付けや溶接は行われていなかったという。足場には仮設エレベーターと照明用の電気が供給されていた。 [117] [118] [41]屋根葺き職人のル・ブラス・フレールは、手順に従っており、火災発生時には現場に従業員はいなかったと述べた。[34]同社が設置したカメラで撮影された タイムラプス画像には、尖塔の基部から最初に煙が上がっている様子が映っていた。[116]
2019年4月25日、建物は捜査官が立ち入るのに十分安全であると判断され、捜査官は非公式に、電気ベルの故障と改修工事の足場で発見されたタバコの吸殻に関する説を検討中であると述べた。[119]ル・ブラス・フレールは、従業員が規則に反してタバコを吸っていたことは認めたが、タバコの吸殻が火災の原因になった可能性は否定した。[120]パリ検察当局は6月26日、犯罪の動機を示唆する証拠は見つからなかったと発表した。[121]
警報システムを監視していた警備員は新人であり、交代要員が到着していなかったため、その日は2回目の8時間勤務だった。さらに、火災の場所を特定するために使用された火災警報システムにはわかりにくいラベルが貼られており、火災の場所に関する当初の混乱の一因となった。[25]
9月の時点では、火災が発生した正確な場所を特定するには、さらに多くの時間と労力がかかると予想されていました。[122] 2020年4月15日までに、捜査官は「火災はタバコか電気系統のショートによって発生した」と信じていました。[7]
復興

火災の夜、マクロン大統領は大聖堂を再建すると述べ、国際的な募金活動を開始した。[2] [30] [124] [125] [126]フランスの大聖堂は1905年以来国有化されており、[127]民間保険はかけられていない。[127] [128]
文化遺産保護団体Fondation du Patrimoineは、被害額を数億ユーロと見積もっている。[34]建物内の美術品や複数の建設会社には保険がかけられていたが、ロバート・ルブラン会長によると、[129]火災による損失が保険業界に大きな影響を与えるとは予想されていない。[127] [130]欧州の美術品保険会社は、費用はロンドンのウェストミンスター宮殿で現在行われている改修工事と同程度になると述べており、同宮殿の費用は約70億ユーロと見積もられている 。[131]この費用には大聖堂内の美術品や工芸品への損害は含まれていない。美術品保険会社は、他の美術館から借り受けた作品には保険がかけられていただろうが、大聖堂が所有する作品には保険がかけられなかったと述べた。[131]
マクロン大統領は2024年のパリ夏季オリンピックまでに大聖堂を修復したいと希望したが、専門家は工事には10年から40年かかると予想している。修復では、元の建物の外観を復元したいという要望、元の建築に使用された地域の木材や石材を使いたい要望、そして再び崩壊しない構造にしたいという要望のバランスを取らなければならない。[128] [132]
大聖堂を改修して再建するかどうかについては議論がある。[133]屋根をチタン板と鋼鉄トラスで再建することが提案されている。[134]他の選択肢としては、オリジナルの鉛と木材で再建すること、[128]外からは見えない現代の材料で再建すること(ランス大聖堂の鉄筋コンクリートトラスなど)、[41] [135]または復元された古い要素と新しく設計された要素を組み合わせて使用することなどがある。[136]

フランスのエドゥアール・フィリップ首相は、「現代の技術と課題に適応した」新しい尖塔の建築設計コンペを発表した。 [138] [139]尖塔の交換プロジェクトは、さまざまなデザインと、特に環境および遺産の規則からの法的免除をめぐっていくつかの論争を集めた。[140]設計コンペが発表された後、フランス上院は、屋根を火災前の状態に修復することを義務付ける政府提案の修復法案を修正した。[141]国民議会はこの修正案を否決し、大聖堂の屋根と中央の尖塔を破壊した火災から95日後の2019年7月16日、大聖堂の修復を規定する法律が最終的に議会で承認された。この法律は、ユネスコ世界遺産の地位と、既存の国際憲章と慣行を尊重すること、「記念碑の歴史的、芸術的、建築的歴史を保存する」こと、および既存の遺産、計画、環境、建設の規則へのいかなる逸脱も最小限に抑える必要があることを認めている。再建後の建築形式と尖塔のデザインは未定のままとなった。[142] [143]
2020年、退役したフランスの高官であるジャン=ルイ・ジョルジュランが大聖堂の再建を監督するよう任命され、2023年8月18日に亡くなった。 [144] [145]
2020年4月15日、ドイツは大聖堂の再建を専門とする3人の職人に「目線よりはるかに高い位置にある大きなクリアストーリー窓の一部」の修復を申し出た。ドイツの文化委員であるモニカ・グリュッタースは「ドイツが費用を負担する」と述べたと伝えられている。[146]
2022年4月15日、フランスのエマニュエル・マクロン大統領は火災発生から3年目を迎えたこの大聖堂を訪れた。[147]マクロン大統領は象徴的なランドマークの修復工事が行われている現場を視察し、プロジェクトの担当者にこれまでの進捗状況について話をした。
2022年春、フランス全土から選ばれた8つのガラス職人と錠前職人の工房が、大聖堂のステンドグラスの清掃と修復の作業を開始しました。ドイツのケルン大聖堂の工房もこの作業に加わり、ステンドグラス4枚の修復を行いました。[148]

募金活動
