イングランドの行政教区は地方自治体の最小単位です。カンブリアの儀礼州には 284 の行政教区があり、州の大部分が教区となっています。2001 年の国勢調査では、これら 284 の教区に 359,692 人が住んでおり、州の人口の 73.8 パーセントを占めていました。
現代の民間教区の範囲は、主に歴史的な英国国教会の教区境界に基づいて地理的に定められており、これは聖職者委員会によって管理される民間行政権限を獲得した教会の区分であった。[1]
歴史
1555年の道路法により、教区は道路の維持管理の責任を負うことになった。教区の成人住民は皆、自分の道具、荷車、馬を用意して、年に4日間道路で働く義務があった。この作業は、無給の地元任命者である道路測量士によって監督された。[2]
貧民は修道院が解散するまで修道院によって世話されていた。1572年、行政官は「貧民を調査」し、彼らを救うために税金を課す権限を与えられた。この制度は1601年の救貧法によってより正式なものとなり、救貧法の施行は教区に責任を負わせ、教区の貧民を支援するために税を課す監督官が任命された。 [3] 19世紀には教区の責任が増大したが、救貧法の権限は救貧法連合に移譲された。[4] 1872年の公衆衛生法は、救貧法連合に基づいて教区を農村衛生地区にグループ化し、これが後に農村地区の基礎となった。[5]
教区は教区委員会によって運営され、毎年会合を開いて役員を任命し、一般的には教会の教区と同一であったが[6]、大きな教区内のいくつかの郡区は救貧法を独自に施行していた。 1882年の分割教区および救貧法改正法により、別個の税を課していたすべての教区外地域および郡区は独立した行政教区となった[7] 。
現代的な意味での民事教区は、1894年の地方自治法に遡る。この法律では、教区会が廃止され、300人以上の有権者がいるすべての田舎の教区に選挙で選ばれる教区評議会が設置され、田舎の教区が田舎地区にグループ化され、教区の境界が郡や自治区の境界に合わせられた。[7]都市の民事教区は存在し続け、一般的には、その教区が位置する都市地区、自治体、または郡自治区と境界が一致していた。多くの大都市には複数の教区があり、通常は1つに統合されていた。都市部では教区評議会は設立されず、教区の唯一の機能は救貧法連合の後見人を選出することであった。 1930年に救貧法制度が廃止されたため、教区は名目上のみの存在となった。[8]
1972年の地方自治法では、農村地域に行政教区が維持され、廃止されていた多くの旧都市地区や市町村は新しい後継教区に置き換えられ、単一の教区としては大きすぎると判断された都市部は無教区地域となった。[9]
現在の位置
近年の政府は、教区のない地域での町議会や教区議会の設立を奨励しており、1997年の地方自治および評価法は地元住民に新しい行政教区の設立を要求する権利を与えた。[10]
教区議会は、決議のみで一方的に町議会になることができます。[9]また、行政教区は、国王の許可を得た場合に限り、市の地位を得ることができます。[9]町議会または市議会の議長は市長と呼ばれます。[9] 2007年の地方自治および保健における公衆の関与法により、代替名称が導入されました。教区議会は、コミュニティ、村、または近隣議会と呼ばれることを選択できるようになりました。[11]
