2019年IAAF世界陸上競技選手権大会(アラビア語:بطولة العالم لألعاب القوى 2019 )は、国際陸上競技連盟(IAAF)が主催する2年ごとの世界陸上競技大会(現在は世界陸上競技連盟と改名)の第17回目であった。[2] 2019年9月27日から10月6日まで、カタールのドーハにある改装された多目的スタジアムであるハリーファ国際スタジアムで開催されたが、[3]利用可能な座席数は21,000に縮小された。 206チームから1,772人の選手が、10日間の大会期間中に49の陸上競技種目で競い合い、男女各24種目と混合リレーを行った。陸上競技が43種目、競歩が4種目、マラソン・ロードランニングが2種目行われた。競歩とマラソン競技はドーハ・コーニッシュで開催されました。
これは、以前は世界陸上競技選手権として知られていたこの大会が名称を変更して初めて開催された大会であり、IAAFが世界陸上競技連盟という新しい名称を採用する前に開催された最後の大会であった。また、この大会が中東で開催されるのも初めてであり、10月に終了するのも初めてであった。暑い気候のため、午前中のセッションはなく、午後遅くから競技が行われた。長距離ロード競技は現地時間の深夜0時頃に開始される予定であった。[4]初めて、代表チームのスポンサーが選手が競技するキットに表示されることが許可された。[5] [6]
ドーハで競技する選手の中には、観客の少なさ、平凡な雰囲気、暑さ、競技のタイミングを批判し、そもそもなぜドーハで選手権が開催されることになったのか疑問視する選手もいた。それにもかかわらず、世界陸上競技連盟のセバスチャン・コー会長は、選手たちのパフォーマンスの質の点で、2019年選手権は史上最高だったと述べた。
3つの世界記録が樹立され、6つの選手権記録が破られた。合計43か国がメダルを獲得し、68か国からトップ8入りした選手がいた。IAAFの採点表によると、男子と女子の最高の成績を収めたのは、男子砲丸投げ金メダリストのジョー・コヴァチと女子走り幅跳び金メダリストのマライカ・ミハンボだった。[7]
組織
ホストの選択
3つの都市が大会開催の立候補プロセスに参加した。[8]立候補の評価はIAAF評価委員会によって行われ、委員会はIAAF評議員3名(IAAF副会長セバスチャン・コー、アビー・ホフマン、田中克幸)、IAAF事務局3名(エッサール・ガブリエル、ニック・デイビス、ポール・ハーディ)、電通広報スタッフ(若林亮)、アスレチックス・マネジメント&サービス社マーケティングスタッフ(ナイジェル・スウィンスコー)で構成されていた。[9]
ドーハとユージーンは、どちらもIAAFダイヤモンドリーグの開催地となっている。ドーハは、 2017年世界陸上競技選手権の開催地に立候補したが落選しており、2010年にはIAAF世界室内選手権を開催した。ドーハでの開催地選定は、カタールの統治者一族の一員であるシェイク・サウード・ビン・アブドゥルラフマン・アル・サーニーが主導した。この開催地選定は、カタールの指導者たちがカタールを国際スポーツ観光の目的地にしようという動きの一環であり、カタール国家ビジョン2030の枠組みの中で、2014年FINA世界水泳選手権(25メートル)、2018年世界体操選手権、2022年FIFAワールドカップ、2020年夏季オリンピックのドーハ開催地選定など、世界的なスポーツイベントの開催も含まれていた。[10] [11]
ユージーンは2014年世界ジュニア陸上競技選手権を開催した。バルセロナは2012年世界ジュニア陸上競技選手権と2010年ヨーロッパ陸上競技選手権、そして毎年恒例のバルセロナ国際陸上競技選手権を開催した。開催都市の最終選考は2014年11月18日にモナコで行われた。[12]
バルセロナは第1回投票で27票中6票しか獲得できず敗退したが、最終投票ではドーハが15票を獲得し、エウジェーヌの12票を上回って勝利した。IAAFは後にエウジェーヌに次回の選手権開催権を与えたが、開催は2022年に延期された。[13] [14] IAAF会長は、ドーハでの開催はスポーツを通じて国とその地域社会の発展につながると述べた。[15]スペイン陸上競技連盟会長ホセ・マリア・オドリオソラは、最悪の入札が投票で勝利したが、「彼らが持っているのはお金だけだ」と述べた。[16]
2016年、フランスの日刊紙ル・モンドは、開催国選出の報酬として、米国税務当局によると2011年10月から11月の間にラミーヌ・ディアク( IAAF前会長)の息子パパマッサタ・ディアクに350万ドルが支払われたと主張した。2019年、ガーディアン紙は、世界選手権のチケット販売とスポンサーシップの価値をカタール関係者に移転するために、パパマッサタ・ディアクと関係のあるシンガポールに拠点を置く企業スポーティング・エイジに450万ドルを支払う合意を示す文書を報じた。[17] 2019年、フランスの検察は、 beINスポーツの代表ユセフ・アル・オバイドリー、IAAF前会長ラミーヌ・ディアク、パリ・サンジェルマン の代表ナセル・アル・ケライフィを汚職の罪で起訴した。[18]フランスの裁判官は2019年に、開催地評価に関与していた電通とアスレチックス・マネジメント&サービスがパパマッサタ・ディアクへの資金流用に重要な役割を果たしていたとして、両社に対する調査を開始した。[19]
ドーハを開催都市として選んだことは、後に選手権に出席していた多くの選手から批判された。マラソン5位のヴォルハ・マズロナクは、主催者が選手をそのような環境で競技させることは選手に対して失礼だと述べ、50キロ競歩世界チャンピオンのヨハン・ディニスは、ロード競技が空調設備のあるスタジアムで行われなかったことに不満を示した。十種競技の世界記録保持者ケビン・メイヤーは、主催者は気候と観客数の少なさに関して選手を優先しなかったと述べた。[20]観客数の少なさを受けて、選手権ではスタジアムの収容人数が21,000人に減らされ、空席には大きな横断幕が掲げられたが、主催者が移民労働者と子供たちに無料チケットを配布したにもかかわらず、3日目には観客席の半分以下しか埋まらなかった。この問題を受けて、IAAFのジョン・リッジオン最高経営責任者は地元の主催者と協力して観客数を増やす対策を講じた。リッジオンは、ヨーロッパのテレビ視聴者のためにセッションが夜遅くに設定されたため、働くカタール人は最終種目の決勝が始まる前(現地時間午後11時頃)に帰宅していたのではないかと示唆した。[21]また、彼は、IAAFは選手権を中東全域の人々のために計画していたが、カタールの外交危機により、この地域の他の国の人々は参加できなかったと述べた。[22] [23]競技の3日前に、10日間のイベントで5万枚のチケットが販売されたと報告され、2017年の世界陸上競技選手権と比較して販売数が90%減少したことを示していた。[24]これに対応して、地元の主催者はチケットを購入し、かなりの数の観客が集まるように無料で配布し、また、観客がスタジアムに入って、セッションの途中で退席した観客の空席を埋められるようにする取り組みも行った。[25]
カタールの人権問題も浮上した。開催地スタジアムの建設や清掃に携わった移民労働者6,000人以上が、カタール企業に対し未払い賃金をめぐって苦情を申し立てたためである。[26] IAAFのコー会長は、この選手権は社会変革を達成し「政治構造を超える」手段であると応じた。[27]
会場
世界陸上競技選手権を中東で開催するという決定は、ドーハの9月と10月の高温多湿の気候のために組織上の課題をもたらした。過去数年の世界選手権では、主に午前中に予選が行われ、午後に決勝が行われていた。天候条件により従来の方式は機能せず、ドーハでは午後に「プレセッション」、夕方に「メインセッション」を行うようにスケジュールが再設計された。[28]ハリーファ国際スタジアムでは、スタジアムの温度を25℃(77℉)以下に抑えるためにオープンエアコンシステムを採用したが、これはスタジアムとしては世界初であった。[29] [30]

スタジアム以外での競歩とマラソン競技は、ドーハ・コーニッシュ(7キロメートル(4.3マイル)の海岸沿いの遊歩道)を周回するコースで行われた。 [35]主催者は、最も暑い条件を避けるため、ロードイベントのスタート時間を現地時間の深夜0時頃に設定したが、女子マラソンは気温32℃(90℉)、湿度70%を超える中でスタートした。[36] [37] IAAFと現地主催者は、準備のために医療専門家を雇い、コース沿いの水分補給、氷風呂、医療サポートを増やすなど、条件に備えた準備を行った。大会の6か月前に、すべての国内連盟に選手への推奨事項を通知した。[38]しかし、選手権後までのイベントの延期は最後の手段とみなされた。IAAF会長のセバスチャン・コーは、湿度が気温自体よりもランナーにとって大きな課題であるとの考えを表明した。[30]
ハリファスタジアムは、世界大会に先立つ4月に2019年アジア陸上競技選手権大会を開催した。 [1]
トレーニングやウォーミングアップのために、ハリーファスタジアムに併設された屋外会場がランニングやジャンプ競技の選手に利用可能であり、また、ドーハコーニッシュ近くのカタールスポーツクラブ会場では、すべての選手(投擲競技を含む)が完全なトレーニング施設を利用できる。アスパイアゾーンでは、ランニングやジャンプ競技用の屋内トレーニング施設が利用可能であるほか、別途屋外投擲トレーニング会場も利用可能である。[1]
マスコット
この大会のマスコットは「ファラー」で、カタールの国旗と同じ栗色のスポーツウェアを着た擬人化されたハヤブサである。このマスコットはドーハ在住のフィリピン人セオドア・ポール・マヌエルがデザインし、彼のデザインはカタールの国民体育の日にデザインコンペの優勝者として発表された。21のスケッチが提出され、若いカタール人のグループが気に入ったデザインに投票するよう招待された。その後、カタールオリンピック委員会の ジョアン・ビン・ハマド・ビン・ハリーファ・アル・サーニ委員長と地元組織委員会のメンバーが最終投票のために候補を3つに絞り込んだ。[39]
入学基準
IAAFは、選手はIAAF世界ランキングの順位、ワイルドカード(現世界チャンピオンまたは2019 IAAFダイヤモンドリーグチャンピオン)、または参加標準記録を達成することで出場資格を得ると発表した。[40] [41] [42]出場資格を得る方法が偏っているという批判を受けて、IAAFは従来の出場資格取得方法に戻した。[43] [44] 10,000メートル、マラソン、競歩、リレー、複合競技の予選期間は、2018年3月7日から2019年9月6日までだった。その他すべての競技の予選期間は、2018年9月7日から2019年9月6日までである。ワイルドカードとして:

目標数値
予選期間の終了時に、 2019年9月6日に発表された2019年IAAF世界ランキングは、他の予選方法では目標選手数が達成されなかった世界選手権への追加選手の招待に使用された。個々のイベントにおける1国あたり最大3人の選手は、この規則の影響を受けない。各国陸上競技連盟は、この方法による選手選考を確認または拒否する権利を保持した。最高ランクの選手が、そのイベントにすでに3人以上のエントリーをしている国の出身であった場合、または各国の連盟がエントリーを拒否した場合、次にランクの高い選手が世界ランキングを通じてエントリー資格を得た。[45] [46]

スプリント
男子100メートルでは、準決勝は世界トップのアメリカのクリスチャン・コールマンが9.88秒でフィニッシュし、他の予選通過者は10秒を切る者はいなかった。[49]決勝では、ディフェンディングチャンピオンのアメリカのジャスティン・ガトリンが良いスタートを切って先行したが、コールマンの方がより良いスタートを切り、ガトリンに差を広げて9.76秒で圧勝した。これは今シーズンの自己新記録であり世界トップのタイムで、ガトリンの自己新記録にわずか2秒差で史上6番目に良いタイムとなった。調子を取り戻したカナダのアンドレ・ド・グラスは、 9.90秒でガトリンに迫り、ほぼ追いついた。これは風の助けを借りた最高記録9.69秒だったが、風の助けを借りて走ったことがある。[49] [50]

5日目、アメリカチームは4つの決勝のうち3つで優勝した。ドナバン・ブレイジャーは男子800メートル決勝で1分42秒34の選手権記録とアメリカ記録を樹立し、30年以上破られなかった記録を破った。銀メダリストのアメル・トゥカは、ボスニア・ヘルツェゴビナにとって今大会最高の成績を収めた。ノア・ライルズは男子200メートル決勝で圧勝した。[77] サム・ケンドリックスは接戦となった決勝で男子棒高跳びでカウントバック優勝を果たし、メダリストのケンドリックス、アルマンド・デュプランティス、ピオトル・リセクは着地マットの上で同期したバク転で一緒に祝福した。[78]この夜の4番目の金メダリストはオーストラリアのケルシー・リー・バーバーで、競技最後の投擲で4位から1位に浮上し、中国の劉世瑩と呂慧慧を驚かせた。予選では、アマリー・ユエルが女子400メートルハードルでノルウェー第2位の記録を樹立した一方、開催国カタールのアブダレラ・ハルーンは男子400メートルで第1ラウンド敗退した。[77]

7日目の4つの決勝戦は、複合競技の決着を中心に行われた。カタリナ・ジョンソン=トンプソンは、七種競技でナフィ・ティアムを6981ポイントという英国記録で破り、歴代6位に躍り出た。十種競技の2日目は、世界記録保持者のケビン・メイヤーが棄権する一方、ドイツのニクラス・カウルがやり投げで十種競技の選手権ベストを樹立して11位から金メダルに躍り出て、21歳で史上最年少の優勝者となるなど、サプライズが続いた。女子400メートル決勝は、選手権で初めて50秒を切るタイムを5人が記録するなど、史上最速の部類に入った。バーレーンの21歳のサルワ・エイド・ナセルが序盤からリードを奪い、48.14秒でゴールラインを越え、史上3番目に速いタイムとなった。オリンピック金メダリストのショーナエ・ミラー=ウイボは48.37秒で2位(史上6番目に速い選手)となった。中国のゴン・リージャオ選手は女子砲丸投げのタイトルを守り、6大会連続で表彰台に上った。一方、銀メダリストのダニエル・トーマス・ドッド選手は、ジャマイカの女性として初めて投擲競技で世界大会のメダルを獲得し、歴史を築いた。[84]

Testosterone rule

The three 2016 Olympic medallists in the women's 800 metres were all excluded from the 2019 World Athletics Championships under the IAAF's testosterone rules. Caster Semenya, Francine Niyonsaba and Margaret Wambui all acknowledged they had a difference in sex development (DSD) which resulted in their bodies producing levels of testosterone above the limits set by the IAAF for women's competition.[126] The IAAF rules stipulate such athletes must take testosterone-reducing medication in order to compete in women's races. Caster Semenya's appeal to the Court of Arbitration for Sport (CAS) against this rule was ongoing at the time of the World Championships. All three athletes declined to adhere to the IAAF's ruling and thus could not compete.[127] CAS had previously made a decision in May 2019 to uphold the IAAF's rules on the grounds that they were discriminatory to athletes with a DSD, but that discriminatory action was "a necessary, reasonable and proportionate means of achieving the legitimate objective of ensuring fair competition in female athletics".[128] Kenyan athletes, 800 m national champion Jackline Wambui and Linda Kageha, who was in the mixed relay team, were excluded from selection for Kenya as they refused to submit to a testosterone test.[129][130] Because of the testosterone rule, 400 metres world No. 3 Aminatou Seyni competed in the women's 200 metres instead of women's 400 metres.[131]
Anti-doping
Working alongside the Local Organising Committee and the Qatar Anti-Doping Commission, the IAAF's Athletics Integrity Unit oversaw an anti-doping programme at the World Championships for the second time, having been created two years earlier.[132] The 2019 World Championships was the first in which national federations were obligated to ensure all athletes they selected had been subject to three out-of-competition tests and one in-competition test prior to the competition. This rule resulted in the exclusion of two Kenyan runners, Michael Kibet and Daniel Simiyu, who had not failed a test but had not been tested sufficiently before Doha.[133] At the host venue, around 700 athletes' blood samples were collected as part of the biological passport scheme designed to identify the use of steroids, EPO or human growth hormone. A further 500 in-competition tests are due to take place, mostly urine-based. Samples taken at the World Championships will be transferred to a World Anti-Doping Agency-accredited laboratory outside of the host country, in order to remove conflicts of interest that had affected prior events. In collaboration with the IAAF Athletes' Commission, an athlete education and support site was set up in Doha: the Athletics Integrity Hub. The hub provided information on anti-doping and also support for reporting of illegal gambling, bribery and corruption, harassment and abuse.[132]
The Russian Athletics Federation was excluded from the World Championships for a second time running as it remained suspended by the IAAF due to systemic doping. The Russian Federation had failed to gain reinstatement that year because tests from the Russian Anti-Doping Agency's Moscow laboratory indicated evidence of manipulation. Russian athletes had to apply to the IAAF to compete under the Authorised Neutral Athlete scheme.[134][135] Although not nationally suspended, Kenya came under scrutiny for a culture of doping, with Brett Clothier of the Athletics Integrity Unit stating that "EPO is readily available and everyone knows where to get it and how to use it" in a documentary released by German broadcaster ZDF shortly before the World Championships.[136]
The world leader in the men's 100 metres, Christian Coleman, was suspended by the United States Anti-Doping Agency (USADA) after missing three out-of-competition tests within a 12-month period, but successfully appealed a ban on a technicality of the test dates and gained entry to the competition.[137] During the championships, the USADA issued a four-year ban for doping violations to Alberto Salazar, head coach of the Nike Oregon Project – a training group that included several athletes who would go on to medal at the championships.[138]
Dilshod Nazarov, the reigning Olympic champion in the men's hammer throw and also president of the Tajikistan Athletics Federation, was banned shortly before the competition, after retesting of a sample from the 2011 World Championships in Athletics showed metabolites of Turinabol.[133] Other athletes suspended on anti-doping grounds shortly before the championships were the 2015 women's 800 m world champion Maryna Arzamasova, 2019 Pan American Games women's discus silver medallist Andressa de Morais, the 2018 Commonwealth Games women's 100 m champion Michelle-Lee Ahye, African sprint medallist Carina Horn and Asian long-distance medallist Albert Rop.[139]
Due to the re-analysis of samples taken from previous championships, 13 current and former athletes received their world championship medals during the championships. Marija Šestak received her triple jump bronze medal from the 2007 World Championships.[140] Oleksiy Kasyanov, Antonietta Di Martino and Naide Gomes received their bronze medals from the 2009 World Championships. Habiba Ghribi received her 3000-meter steeplechase gold medal from the 2011 World Championships.[141] Race walkers Jared Tallent and Kim Hyun-sub collected their silver and bronze medals respectively, whilst the 2019 world champion Gong Lijiao received her shot put bronze medal and javelin thrower Sunette Viljoen received her silver medal.[142] 800 meter runners Janeth Jepkosgei and Alysia Montaño collected their silver and bronze medals.[143] Montano also collected her bronze medal from the 2013 World Championships as her teammate Brenda Martinez collected the silver.[144] Hammer thrower Anita Włodarczyk also collected her gold medal from the 2013 championships.
