第10号政策ユニット

首相官邸政策ユニットは、ダウニング街10番地に拠点を置く政策立案者集団であり、英国首相に直接政策助言を提供する。1974年にハロルド・ウィルソン首相を支援するために設立されたこの組織は、歴代首相のニーズに合わせて様々な形態を経ており、政治顧問、公務員、そして近年では両者を組み合わせた構成となっている。

2010年5月の連立政権は、特別顧問の数を減らし、ホワイトホールのマイクロマネジメントを終わらせるという首相の政策の一環として、トニー・ブレアが構築した中央インフラの2つの主要部分、首相実施ユニット（PMDU）と首相戦略ユニット（ PMSU ）を迅速に解体した。^{[ 2 ]}その代わりに、2011年初頭に内閣官房長官によって強化された政策実施ユニットが立ち上げられ、職員はすべて公務員で構成され、ポール・カービー^{[ 3 ]}（政策）とクリス・マリーン（実施）^{[ 4 ]}の共同責任者の下、首相と副首相に共同で報告するようになった。

2010年の政策ユニットのメンバーは、ギャビン・ロックハート＝ミラムズ（内務）、ショーン・ワース（保健・成人社会福祉）^{[ 5 ]} 、クリス・ブラウン（教育）、リチャード・フリーア（国防）^{[ 6 ]} 、ティム・ルーク（ビジネス・企業）^{[ 7 ]} 、マイケル・ライナス（ビッグ・ソサエティ）^{[ 8 ] 、ベン・モクサム（エネルギー・環境） [ 9 ]}であった。 このユニットは、研究・分析ユニットの支援を受けていた。^{[ 10 ]}

ムニラ・ミルザは、ボリス・ジョンソンが首相に就任した際に政策ユニットのディレクターに任命された。彼女は以前、ジョンソンがロンドン市長を務めていた時期に、教育と文化を担当するロンドン副市長を務めていた。ミルザは、ジョンソンが、キア・スターマーがジミー・サヴィルを起訴しなかったことを示唆する誤解を招く発言をしたことについて謝罪しなかったため、2022年2月4日に辞任した。スターマーは当時、検察局長だった。^{[ 11 ]}

Andrew Griffith MP was appointed to replace Mirza as the director of the Policy Unit until 8 July 2022.^[12] As a sitting MP, he was also appointed as Parliamentary Secretary (Minister for Policy and Head of the Prime Minister's Policy Unit).^[13] The role was left vacant from 8 July 2022, as Johnson announced his resignation as party leader, with a view to remaining as a caretaker prime minister until his successor had been chosen.

The vacant post was filled by Jamie Hope on 6 September 2022 as part of the short-lived Truss ministry.^[14]

When Rishi Sunakbecame prime minister in October 2022, Eleanor Shawcross, the daughter of the Commissioner for Public Appointments, William Shawcross and grand-daughter of the barrister Hartley Shawcross, became director of the Policy Unit. She had previously donated £20,000 to his leadership campaign, having advised him while he was Chancellor of the Exchequer.^[15] Shawcross had previously spent 6 years as deputy chief of staff to George Osborne during his time as Chancellor, and chief of staff at the Department for Work and Pensions where she was later made a non-executive director.^[16][17][18]
