In the United States, an act of Congress is a statute passed by both the Senate and the House of Representatives of the United States Congress and signed into law by the president.[a] Acts may apply only to individual entities (called private laws), or to the general public (public laws).
For a bill to become an act, the text must pass through both houses with a majority, then be either signed into law by the president of the United States, be left unsigned for ten days (excluding Sundays) while Congress remains in session, or, if vetoed by the president, receive a congressional override from 2⁄3 of both houses.


In the United States, acts of Congress are designated as either public laws, relating to the general public, or private laws, relating to specific institutions or individuals. Since 1957, all acts of Congress have been designated as "Public Law X–Y" or "Private Law X–Y". X is the number of the Congress and Y refers to the sequential order of the bill (when it was enacted).[1] For example, P. L. 111–5 (American Recovery and Reinvestment Act of 2009) was the fifth enacted public law of the 111th United States Congress. Public laws are also often abbreviated as Pub. L. No. X–Y.
When the legislation of those two kinds are proposed, it is called public bill and private bill respectively.
The word "act", as used in the term "act of Congress", is a common, not a proper noun. The capitalization of the word "act" (especially when used standing alone to refer to an act mentioned earlier by its full name) is deprecated by some dictionaries and usage authorities.[2][3][4][5][6][7][8] However, the Bluebook requires "Act" to be capitalized when referring to a specific legislative act.[9] The United States Code capitalizes "act".

連邦議会の両院で単純過半数によって可決された法律は、以下のいずれかの方法で公布され、法律としての効力を持つ。
大統領は、最初の2つの方法で制定された議会の法律を公布する。法律が3番目の方法で制定された場合は、その法律を最後に再審議した議院の議長がそれを公布する。[ 10 ]
アメリカ合衆国憲法の下では、大統領が期限内に異議を付して法案または決議案を議会に返送しない場合、その法案は自動的に法律となる。この期間の終わりに議会が休会した場合、法案は廃案となり、再審議はできない(ポケット拒否権を参照)。議会が会期中に大統領が法案または決議案を拒否した場合、再審議が成立するには両院の3分の2以上の賛成票が必要となる。
法律の公布と宣言は、大統領、または拒否権が覆された場合は関係議長が、その法律を米国国立公文書館長に送付することによって行われる。[ 11 ]国立公文書館長は、法律を受け取った後、速報法として、また米国法典に掲載する。 [ 12 ] [ 13 ]その後、変更は米国法典に掲載される。
司法審査の手続きを通じて、憲法に違反する連邦議会の法律は、裁判所によって違憲と判断される可能性があります。連邦議会の法律が違憲であるとの司法判断は、その法律を連邦法典や米国法典から削除するものではなく、その法律の施行を阻止するものです。ただし、注釈付き法典や法律データベースに掲載された法律には、もはや有効な法律ではないことを示す注釈が付されます。
