トルコの81の県は922の地区（ilçeler、単数形はilçe ）に分かれている。オスマン帝国と初期のトルコ共和国では、これに相当する単位はkazaであった。
ほとんどの県は、それぞれの県都地区と同じ名前を持っています。しかし、大都市として指定されている多くの都市県は、複数の地区からなる中心部を持っています。例えば、アンカラ県の県都であるアンカラ市は、9つの独立した地区から構成されています。[ 1 ]さらに、コジャエリ県、サカリヤ県、ハタイ県の3つの県は、県都地区の名前が県名と異なり、それぞれイズミット、アダパザル、アンタキヤとなっています。[ 2 ]
地区は農村部と都市部の両方を含む場合があります。多くの州では、州の1つの地区が中央地区 ( merkez ilçe ) に指定され、そこから地区が管理されます。中央地区は任命された州副知事によって管理され、その他の中央以外の地区は、地区の中心 ( ilçe merkezi ) 自治体から任命された副知事 ( kaymakam ) によって管理されます。これらの中央地区では、地区の中心自治体が州の中心自治体としても機能します。副知事と副知事はともに州知事 ( vali ) に対して責任を負います。ただし、大自治体は管理方法が異なり、州全体に独立した自治体の中心があり、州内のすべての地区に対して行政権限を持っています。
自治体（belediye）は、所在する地区内に設置され、地区の管轄下に置かれます。各地区には、地区の中心に少なくとも1つの自治体（belde）があり、そこから自治体の行政と地区の行政の両方が運営されます。自治体は、選挙で選ばれた市長（belediye başkanı）が率い、定められた自治体事項について地方行政を運営します。地区の中心以外の集落にも自治体が設置されるケースが増えており、これは通常、人口増加に伴い自治体が必要とされているためです。自治体の境界は通常、管轄する都市集落の境界と一致しますが、未開発地が含まれる場合もあります。
自治体外の村（köy ）と自治体内の地区または近隣地区（ mahalle）は、トルコにおける地方自治体の最下位レベルであり、同時に最も数の多い地方自治体単位でもあります。これらの地区では、住民登録などの特定の行政事項を担当するムフタール（muhtar）が選出されます。名称は若干異なり（村のムフタールはköy muhtarı、地区のムフタールはmahalle muhtarı）、業務内容も概ね似ていますが、それぞれの地域に合わせて調整されています。
イスタンブールやイズミルなどの大都市には、選挙で選ばれた市長が率いる行政階層である大都市自治体（büyükşehir belediyesi ）が存在し、その市長は州内の各自治体と市長を監督します。現在、30の州が、州内の各地区ごとに個別の自治体があることに加えて、大都市自治体によって管理されています。
