イリノイ州の郡区一覧

イリノイ州の102の郡のうち、84は行政郡区に組織されており、州法では通常単に「郡区」と呼ばれています。イリノイ州には合計1,428のそのような郡区があり、州の地方自治体の過半数を占めています。^[1]

各タウンシップの正式名称は「___ Township」または「Town of ____」です。^[2] イリノイ州法では、イリノイ州では2つのタウンシップが同じ名前を持つことは許されず、^[3]イリノイ州務長官がタウンシップの概要を比較して重複が見つかった場合、最後にその名前を採用した郡が次回の郡委員会で別の名前を採用しなければならないと規定されています。 ^[4] それにもかかわらず、イリノイ州では多くのタウンシップ名が重複したままになっています。

歴史

イリノイ準州、および1818年にイリノイ州が州となった後のイリノイ州では、町や村も存在していたものの、主に州の郡によって地方自治が行われていた。シカゴは1837年に州初の都市として認可された。

1848年のイリノイ州憲法は、郡の有権者に郡を町に分割する権限を与えた。^[1]

その他の形式

クック郡は、イリノイ州シカゴ市とエバンストン市を除いて郡区に組織されている。シカゴの有権者は1992年に市内の8つの郡区を廃止し、2014年にはエバンストンの1つの郡区を廃止することを選択した。^[5]^[6]

タウンシップ政府を持たない郡は17あり、アレクサンダー、カルフーン、エドワーズ、ハーディン、ジョンソン、マサック、メナード、モンロー、モーガン、ペリー、ポープ、プラスキ、ランドルフ、スコット、ユニオン、ワバッシュ、ウィリアムソンである。^[5] これらの各郡は代わりに選挙区に分割されている。タウンシップとは異なり、選挙区はそれ自体では機能がなく、すべての行政機能は郡によって実行される。^[1]

組織と命名

イリノイ州のタウンシップの運営は、主にタウンシップ法（60 ILCS 1）によって定められている。各郡はタウンシップ形式の政府を採用するか中止するかを選択することができる。^[7]

各町の名前は「住民の明確な希望に従って」選ばれるが、「名前に関して一定の全会一致が得られない場合」は、郡を町に分割する委員によって名前が選ばれる。さらに、町の有権者の過半数から郡委員会に請願された場合、委員会は町の名前を変更できる。 ^[3]

各タウンシップは、選出された理事会によって統治され、理事会は監督者 1 名と評議員 4 名で構成される。^[ 8] 郡のタウンシップ組織が選択されたが、自治体の領域の一部にまだ組織化されたタウンシップがない場合、市または村にタウンシップを自動的に作成する特別規定がある。 ^[9]有権者の要請により、複数のタウンシップにまたがる市の領域を単一のタウンシップに統合する。^{[10]また、ほとんどの場合、市の境界に沿って、}市議会がタウンシップ理事会として機能することを可能にする、任意の「同一境界」タウンシップを作成する。 ^[11]

60 ILCS 1/85-13 は、町が資金を支出することが許可されている一般的なサービスを列挙しています。

公共の安全（法執行、消防、建築基準法の施行を含む）。
環境保護（下水処理、衛生、汚染防止を含む）。
公共交通機関（公共交通機関、準公共交通機関、街路や道路を含む）。
健康。
レクリエーション。
図書館。
貧困者や高齢者のための社会福祉サービス。
町内のビジネス、産業、製造、観光施設の開発と維持。

60 ILCS 1の他の部分では、墓地、^[12]、慰安所、コミュニティの建物、病院、記念碑、広場、公園、発達障害者のための施設、および雑木や葉の処分場を提供することが町に許可されています。^{[13]住民投票による承認後、町は}上下水道サービスや一般廃棄物の収集も提供できます。

タウンシップ

隣接する郡区

イリノイ州のいくつかの郡区は同一境界にあり、それぞれが法人化された自治体と同一の境界を持っています。「市内の郡区」または「同一境界の自治体」とも呼ばれる同一境界の郡区は、州の郡区法によって管理され、追加の特権と権限が与えられています。^[14] これらの特権と権限には、郡区監督官（その役割は一般援助監督官になります）を除いて、郡区事務所と市役所を統合する権限、市議会が郡区委員会のすべての権限を行使する権限、隣接する郡区の領土の一部を一方的に併合する権限が含まれます。^[14]

いくつかの郡区は機能的に同一境界にあり、その場合、市は郡区の境界を完全に囲むが、隣接する郡区の追加の領域も含む。機能的に同一境界にある自治体の例としては、マディソン郡のグラナイトシティ郡区、ピオリア郡のシティ・オブ・ピオリア郡区、サンガモン郡のキャピタル郡区などがある。^[15] これらの郡区は、地方政府の機能と構造に関連して同一境界の地位を保持している。たとえば、キャピタル郡区の道路は、郡区高速道路委員会ではなく、スプリングフィールド公共事業局によって維持されている。しかし、物理的に隣接している自治体とは異なり、機能的に同一境界にある自治体は、隣接する郡区の領域の一部を一方的に併合することはできず、^[16]イリノイ州自治体条例に定められた通常の併合手続きに従わなければならない。^[17]

Former townships

Belleville Township, St. Clair County — Dissolved at the end of May 2017, under a new Article 28 of the Township Code (60 ILCS 1/28-10), with the approval of ordinances by the township in January 2016 and its co-terminous municipality, the City of Belleville, in May 2016.^[19]^[20]
Evanston Township, Cook County — formed as Ridgeville Township in 1850;^[21]^: 103 boundaries changed and renamed Evanston Township in 1857;^[21]^: 109^[22] dissolved in May 2017 and functions transferred to City of Evanston^[23]^[24]
Hyde Park Township, Cook County — created in 1861; annexed into Chicago in 1889^[25]
Jefferson Township, Cook County — created in 1850; annexed into Chicago in 1889^[26]
Lake Township, Cook County — created in 1850; annexed into Chicago in 1889^[27]
Lake View Township, Cook County — formed from part of Ridgeville Township in 1857;annexed into Chicago in 1889^[21]^: 109^[22]^[28]
Milam Township, Macon County — merged into neighboring Mount Zion Township, Macon County in 2009.^[29]
North Chicago, South Chicago, and West Chicago Townships, Cook County, formed in the 1840s within Chicago, abolished 1902
