エカテリーナ "エカ" ズグラゼ( Ekaterina Zguladze-Glucksmann ;グルジア語: ეკატერინე ზღულაძე 、ウクライナ語: Екатеріна) Згуладзе-Глуксманн ; 1978年6月18日生まれ）は、グルジアおよびウクライナの政府職員です。彼女は2014年12月17日から2016年5月11日までウクライナの内務第一副大臣を務めた。[ 1 ]また、2006年から2012年まではジョージアの内務第一副大臣を務め、2012年には内務大臣代理を務めた。
エカテリーネ・ズグラゼは、当時ソビエト連邦領だったジョージアの首都トビリシで生まれた。オクラホマ州立大学で法律を学び、最終的にトビリシ国立大学で国際ジャーナリズムの学位を取得して卒業した。
ズグラゼはトビリシに拠点を置くいくつかの国際機関で働き、2004年から2005年までは米国の海外援助機関であるミレニアム・チャレンジ・コーポレーション・ジョージアで働いた。当時ジョージア内務大臣だったイヴァネ・メラビシュヴィリの招きにより、当時27歳だったズグラゼは2006年5月、ミヘイル・サアカシュヴィリ大統領政権下で内務第一副大臣に就任した。メラビシュヴィリの後任であるバチャナ・アハライアが2012年9月19日、トビリシのグルダニ刑務所での受刑者虐待スキャンダルを受けて辞任した後、ズグラゼは内務大臣代行に任命され、10月の議会選挙で勝利した野党連合「ジョージアの夢」が2012年10月25日に新政権を樹立するまでこの職を務めた。[ 2 ] [ 3 ]
ズグラゼ氏は、同省在任中、西側諸国から称賛を受けた大規模な警察改革の実施に貢献した。[ 4 ]また、外国の外交官との交渉中など、さまざまな問題について同省のスポークスパーソンを務め、 2008年8月のロシアとの戦争の緊迫した日々にはメディアに説明を行った。[ 3 ] [ 5 ]
On 17 December 2014, Zguladze was appointed as First Deputy Minister of Internal Affairs of Ukraine. Earlier that month, the President of Ukraine Petro Poroshenko granted her Ukrainian citizenship to make her eligible for the post. She is the second former Georgian official, after Alexander Kvitashvili, appointed to a Ukrainian government position in 2014.[2][6] On her plans for police reform, she stated, "We're not producing cosmetic changes; we need to create a brand new system of law enforcement."[7] On 5 July 2015, 2,000 new patrol police replaced Kyiv's old traffic police, completely overhauled with new western-inspired uniforms.[8] In September 2015, Zguladze said, "I'm a firm believer that Western values, Western democracy, and Western aspirations are the way for Georgia … and for Ukraine."[9]
On 11 May 2016, Zguladze resigned as First Deputy Minister to lead an ad hoc group of advisers to the interior minister.[10] Following this she gave up Ukrainian citizenship and became a citizen of Georgia again.[10]
In addition to her native Georgian, Zguladze is fluent in Russian and English. Her second husband, whom she married in 2011, is the French journalist, film director and political figure Raphaël Glucksmann (born 1979), who is the son of the French philosopher and writer André Glucksmann and a former adviser to ex-President Saakashvili. The couple has a son born in 2011. They subsequently divorced.[11]
