サタラはパゴパゴを構成する村の一つで^{[ 1 ]} 、トゥツイラ島のパゴパゴ湾に位置しています。サタラは島の東部地区のマオプタシ郡にあります。サタラには、アメリカ合衆国国家歴史登録財に登録されている歴史的なサタラ墓地と、政府所有のロナルド・レーガン・マリーナ鉄道造船所があります。^[²^]

また、ここはパゴパゴ港の北西海岸にあるサタラ発電所の所在地でもあり、かつてはツツイラ島の電力をすべて供給していました。海岸の真向かいに位置しています。ASPAサタラ発電所を運営するアメリカ領サモア電力公社は、非営利の半自治政府機関です。^[³^]発電所自体は、サタラの海岸線にある13,215平方フィート（1,227.7^平方メートル）の建造物です。造船所、ウォーターフロントの工業地帯、ツツイラ島の東端の電力網の主要な電力源でした。2009年の津波の後、海水が建物内に流れ込み、最終的に建物とすべての設備が海水に浸かりました。その結果、発電能力が失われました。^[⁴^]

サタラはBFK社の所在地であり、マツソン・シッピング・ラインズの唯一の代理店として貨物を荷揚げするために、埠頭近くにクヌーブール倉庫を建設した場所であった。1960年代には、パシフィカ・フーズの加工工場の所在地となった。^{[ 5 ]}

2010年の米国国勢調査によると、サタラには61戸の住宅と297人の住民がおり、1950年の162人から増加している。^{[ 6 ]}

歴史

1900年5月4日、アメリカ海軍はサタラに4.3エーカーの土地を取得し、隊員のための墓地を造成した。この場所はアメリカ領サモアで最初の西洋人墓地として歴史的に重要であり、海軍関係者とともに民間人やサモア人以外の人々も埋葬されていることで知られている。2006年、サタラ墓地はアメリカ合衆国国家歴史登録財に正式に登録された。^{[ 7 ]}^{[ 8 ]}

In 1946, the first Seventh-day Adventist Church in American Samoa was built at Satala. In 1951, the first Seventh-day Adventist elementary school in the territory was established at Satala.^[9]

In 1968, the new Marina Railway at Satala opened, built to service ships up to 800 tons and aimed at servicing the fast-growing Oriental fishing fleets.^[10]

As the Satala Power Plant was destroyed by the 2009 tsunami, a new power plant was built and dedicated in May 2017. The new plant is quieter and located on higher ground than the previous plant. The multimillion-dollar project had a total cost of $56 million and three funding sources: $36.5 million from the U.S. Federal Emergency Management Agency (FEMA), $17.5 million from insurance proceeds, and $2.5 million from the American Samoa Power Authority (ASPA).^[11]

Ronald Reagan Shipyard underwent four months of repairs in 2018, funded with $1 million from federal Capital Improvement Project monies. The repairs came after “30-plus years of the slipway being neglected”, according to American Samoa Shipyard Service Authority CEO Moefa’auo Bill Emmsley. The improvements were designed to alleviate bigger vessels from having to travel afar for required repairs.^[12]
